technology. There is also AFED’s <strong>Arab</strong> Green Ec<strong>on</strong>omy Initiative, an exercise in<br />

public-private partnership. It is essential that these initiatives become part <str<strong>on</strong>g>of</str<strong>on</strong>g> an<br />

integrated, large and sustainable development plan.<br />

The Council <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Arab</strong> Ministers Resp<strong>on</strong>sible for the Envir<strong>on</strong>ment (CAMRE)<br />

issued a landmark Declarati<strong>on</strong> in 2007, which adopted the scientific c<strong>on</strong>sensus<br />

that was reached by the <strong>IPCC</strong>, accepting that the increase <str<strong>on</strong>g>of</str<strong>on</strong>g> global temperatures<br />

was mainly due to human activities. The ministers stated their "determinati<strong>on</strong> to<br />

strive to achieve" several objectives, including: adopting nati<strong>on</strong>al and regi<strong>on</strong>al<br />

acti<strong>on</strong> plans dealing with climate change issues in order to assess possible impacts<br />

and develop mitigati<strong>on</strong> and adaptati<strong>on</strong> programmes; promoting the producti<strong>on</strong><br />

and use <str<strong>on</strong>g>of</str<strong>on</strong>g> cleaner fuels; making energy use more efficient in all sectors; diversifying<br />

energy sources in accordance with the prevailing ec<strong>on</strong>omic and social c<strong>on</strong>diti<strong>on</strong>s;<br />

expanding the use <str<strong>on</strong>g>of</str<strong>on</strong>g> cleaner producti<strong>on</strong> techniques and envir<strong>on</strong>mentally<br />

friendly technologies; and expanding the use <str<strong>on</strong>g>of</str<strong>on</strong>g> ec<strong>on</strong>omic incentives to encourage<br />

more efficient products. In the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> adaptati<strong>on</strong>, the declarati<strong>on</strong> focused<br />

<strong>on</strong> the need for necessary infrastructure to reduce potential risks, including the<br />

efficiency <str<strong>on</strong>g>of</str<strong>on</strong>g> natural resource management and advanced m<strong>on</strong>itoring, c<strong>on</strong>trol<br />

and early warning systems as well as the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> climate research and<br />

study centres.<br />

This comprehensive declarati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> intenti<strong>on</strong>s c<strong>on</strong>stitutes the basis for acti<strong>on</strong> that<br />

should include specific objectives and implementati<strong>on</strong> plans within a fixed timeframe.<br />

Delays are no l<strong>on</strong>ger an opti<strong>on</strong>, especially amid crucial negotiati<strong>on</strong>s that<br />

will define the internati<strong>on</strong>al positi<strong>on</strong> towards climate change for the post Kyoto<br />

era.<br />

The challenges facing the <strong>Arab</strong> world from climate change are immense, but the<br />

bleak situati<strong>on</strong> can still be averted if the regi<strong>on</strong> acts fast. Inacti<strong>on</strong> is no l<strong>on</strong>ger an<br />

opti<strong>on</strong>.
