1.1 Task<br />

The <strong>National</strong> and Supraregional Criminal Investigation Regulations (Regeling<br />

nationale en bovenregionale recherche) 1 specify a four-year cycle 2 for the<br />

publication of a national threat assessment. The national threat assessment<br />

(NTA) is a future-oriented analysis of organised crime in which threats to Dutch<br />

society are explicitly stated. The Regulations prescribe that the Board of<br />

Procurators General must prepare a policy programme every four years for the<br />

fight against organised crime on behalf of the Minister of Justice. Partly based<br />

on this policy programme, the Minister of the Interior and Kingdom Relations<br />

and the Minister of Justice determine the primary aspects of policy on fighting<br />

organised crime every four years.<br />

The Board of Procurators General assigned the task of producing a national<br />

threat assessment in 2008 to Dienst IPOL, Korps landelijke politiediensten<br />

(Department of International Police Information of the Netherlands Police<br />

Agency). Previously this department (at the time called Dienst <strong>National</strong>e<br />

Recherche Informatie, DNRI (Criminal Intelligence Department) published the<br />

Nationaal dreigingsbeeld zware of georganiseerde criminaliteit (<strong>National</strong> <strong>Threat</strong><br />

<strong>Assessment</strong> for Serious and <strong>Organised</strong> <strong>Crime</strong>: NTA) 3 in 2004 and the<br />

Vervolgstudie Nationaal dreigingsbeeld (NTA Follow-Up Study) in 2006 4 .<br />

1.2 Theoretical model<br />

Due to the future-oriented nature of the task, the focus is - as in the NTA 2004<br />

and the follow-up study –on the current state of affairs regarding criminal<br />
