widespread in the countries surrounding the Netherlands, despite the fact that<br />

the Netherlands has a relatively large number of goods flows due to its European<br />

transit function.<br />

4.4.4 Criminal organisation<br />

Contrary to expectations, there are not many indications that the traditional<br />

Eastern European mobile gangs, which are often linked to property offences<br />

in the Netherlands, are active in cargo theft. Eastern Europeans are, however,<br />

involved in ram raiding, robberies, car theft and car break-ins. Their limited<br />

involvement in cargo theft might be due to the fact that this offence requires<br />

thorough preparation and integration into society. In any case, it is important for<br />

the stolen goods to be sold quickly and to know ways to do so. Taking the cargo<br />

back to Eastern Europe would not be easy.<br />
