and complete application that is submitted to the <strong>program</strong> using the <strong>program</strong> tool. This<br />

pilot is suggested if the <strong>program</strong> finds that contractors need an additional incentive to<br />

take advantage of the <strong>program</strong> tool, and would measure the effectiveness of using spiffs<br />

to engage contractors in using new technology that streamlines <strong>program</strong> participation.<br />

For Large Commercial Solutions, Resource Conservation Manager (RCM)<br />

services could be offered as a pilot to a limited number of schools that take advantage<br />

of benchmarking and Energy Master Planning services. Benchmarking and EMP<br />

services frequently suggest the incorporation of an energy awareness <strong>program</strong> and<br />

RCM is an effective way of following through with that. RCM employs an energy<br />

accounting tool to track energy usage and covers the cost of training and maintaining an<br />

energy manager to use the energy accounting tool to improve energy awareness for<br />

building occupants and achieve substantial energy savings through behavior<br />

modification and operations adjustments. These initiatives are found to reduce electric<br />

and gas energy use in schools by 10-30%. Another large C&I pilot is the extension of<br />

benchmarking and EMP services to large C&I customers outside of schools. The<br />

purpose of this pilot would be to measure enhanced <strong>program</strong> activity that is driven by<br />

providing data on facility energy use through benchmarking, bringing together facility<br />

stakeholders through Energy Master Planning activities, and providing the facility with<br />

an Energy Master Plan.<br />

C. Proposed Behavioral Program<br />

In addition to the <strong>program</strong>s designed by CLEAResult, the Companies<br />

recommend the inclusion of a behavior-based energy efficiency pilot <strong>program</strong>.<br />

Behavior based <strong>program</strong>s are a relatively new addition to the energy efficiency<br />

arena. As such, the Companies have had limited experience with behavioral<br />

<strong>program</strong>s or administrators of such <strong>program</strong>s. It is the Companies’ intention to<br />

issue an RFP for these services. The Companies expect the cost of the pilot<br />

<strong>program</strong> to be between $250,000 and $500,000 annually over the 3 year period.<br />

The pilot is expected to be cost effective and to add to the energy savings, peak<br />

demand savings, and <strong>program</strong> awareness of the other Energy Smart <strong>program</strong>s.<br />

The pilot is envisioned to include home energy reports to compare a customer’s<br />

electricity usage to the usage of other similar homes in the <strong>New</strong> <strong>Orleans</strong> area.<br />

The <strong>program</strong> is expected to encourage energy conservation behavior and<br />

increased awareness of the Energy Smart Plan to customers at the household<br />

level.<br />

Should there be support for such a behavioral pilot, an RFP for a small pilot with a<br />

limited scope can be issued in May 2013 with selection of an administrator by<br />

August 2013. This will allow the administrator approximately six months for<br />

<strong>program</strong> design and start up activities.<br />

Comparison of Energy Smart Plan to IRP<br />

The chart below compares the results of the IRP preferred portfolio to the<br />

portfolio of <strong>program</strong>s developed through the detailed implementation <strong>plan</strong> developed by<br />
