Key elements of Energy Smart Home Performance with Energy Star <strong>program</strong> include:<br />
Contractor Recruitment and Training<br />
Energy Smart will recruit HVAC, remodeling, insulation and weatherization contractors as<br />
well as home energy rating system (HERS),Building Performance Institute (BPI) and other<br />
trade allies interested in offering home energy performance services to their customers..<br />
Contractors will be required to sign a participation agreement and abide by all <strong>program</strong><br />
protocols and reporting requirements.<br />
Intake<br />
Customers contacting the customer service center should first get a brief pre-qualification of<br />
their house to determine their house’s savings potential. Then they are to be scheduled for<br />
one of the three assessments below:<br />

Program Implementation<br />
Level 1 Assessment “Silver”: This is a walkthrough/visual inspection quick home energy<br />
assessment. Contractors will directly install low-cost measures, such as CFLs, aerators,<br />
showerheads and pipe insulation for customers with electric water heaters, where needed<br />
and allowed by participating customers. These low cost/direct install measures will be<br />
available at no additional charge to the customer. Some homeowners may follow-up with<br />
more comprehensive energy efficiency improvements, including air and duct sealing or<br />
appliance retrofits, or request a more comprehensive energy assessment.<br />
Level 2 Assessment “Gold”: Participating contractors will provide comprehensive home<br />
assessments for interested customers for a fee. In addition to walk-through and direct install<br />
of low-cost measures, this assessment will be designed to estimate potential energy savings<br />
due to infiltration and heat loss through walls and attics. Diagnostic evaluations conducted<br />
during the Assessment may include duct and air seal testing and combustion safety testing. An<br />
assessment report will be presented to the customer with recommendations for upgrades<br />
and information about available financing or cash incentives.<br />
Level 3 Assessment “Platinum”: Walk-through assessment with blower door and duct leakage<br />
test plus computer modeling conducted to make home eligible to participate in state-funded<br />
<strong>program</strong>s, as applicable.<br />
<strong>Inc</strong>entive application<br />
Contractors will submit applications for services performed. The <strong>program</strong> will conduct a<br />
QA/QC review of all applications to ensure that all required information and documentation<br />
has been provided.<br />
<strong>Inc</strong>entive payment<br />
Contractors will receive incentives for approved applications.<br />
Project verification<br />
Energy Smart reserves the right to site-verify installations prior to project approval and<br />
incentive payment. The <strong>program</strong> will perform site verification on a statistically significant<br />
number of installations to verify the performance of work completed.<br />
