Residential Heating & Cooling Program<br />

The objective of the Residential Heating & Cooling Program is to generate energy and demand<br />

savings through both HVAC equipment replacements and tune-ups. This is accomplished by<br />

either improving the operating efficiency of the HVAC unit or replacing it with a higher rated<br />

efficiency unit. The <strong>program</strong> will work primarily through HVAC contractors and distributors.<br />

The market barriers to achieving savings through high efficiency equipment and operational<br />

maintenance of residential units require a comprehensive <strong>program</strong> design to overcome.<br />

Limited experience on the part of contractors with digital, diagnostic tune-ups based<br />

on refrigerant and air-side measurements.<br />

Limited customer awareness on the availability and benefits of higher efficiency<br />

equipment.<br />

Limited customer awareness of high efficiency tune-ups and that there are differences<br />

in rigor and benefits of high efficiency tune-ups.<br />

Limited customer awareness on the comfort and humidity control benefits of<br />

properly-sized and maintained A/C units.<br />

This <strong>program</strong> will move the market to overcome these barriers through multiple means. First,<br />

cash incentives paid to contractors and customers will promote the purchase of high efficiency<br />

equipment and high efficiency tune-ups. Secondly, training delivered to contractors raises the<br />

local HVAC market’s ability to perform proper tune-ups and installations. Thirdly, the<br />

<strong>program</strong> sets verifiable performance standards to ensure that contractors perform tune-ups<br />

that comply with industry best practices. This will help to ensure the realization of energy<br />

savings. Fourthly, education on energy savings provided to customers will inform their<br />

purchase decisions.<br />

The marketing collateral, outreach support, training, field data collection, and rebate<br />

application process should combine the equipment replacement and tune-up components<br />

such that contractors and customers experience one integrated HVAC <strong>program</strong>. Program<br />

measures include air-conditioning and heat pump DX units for both the replacements and the<br />

tune-ups. Tune-ups in this <strong>program</strong> require an M&V savings approach to capture significantly<br />

more savings than standard deemed savings listed in the TRM. This achieves a more cost<br />

effective approach that also increases the skill set of the local HVAC contractor market.<br />

This <strong>program</strong> is the residential counterpart to the Small Commercial Program heating and<br />

cooling initiative. The two <strong>program</strong> initiatives combine efforts to train contractors, conduct<br />

quality control efforts, and process rebates to achieve economies of scale for <strong>program</strong><br />

implementation and delivery. Combining HVAC equipment replacement measures and<br />

maintenance tune-ups across both sectors offers participating HVAC contractors a strong<br />

value proposition.<br />

All single family, multi-family (individually metered) and mobile housing units in <strong>New</strong> <strong>Orleans</strong><br />

with central air-conditioners or heat pumps. This constitutes a total unit population of<br />

144,000.<br />
