Program Objective<br />

Low <strong>Inc</strong>ome Audit & Weatherization<br />

The objective of the Low <strong>Inc</strong>ome Audit & Weatherization Program is to target and significantly<br />

weatherize qualified low income single family homes and low-rise multi-family dwellings.<br />

Program Description<br />

This <strong>program</strong> targets a hard to reach income qualified segment of the market. The<br />

implementation contractor will work with <strong>Entergy</strong> to set criteria to identify and qualify targeted<br />

homes for participation in the <strong>program</strong>. The approach is to conduct the <strong>program</strong> with audit and<br />

installation practices similar to national public weatherization grant <strong>program</strong>s. The audit will use<br />

software to assess the building state, collect data and generate an energy efficiency improvement<br />

report.<br />

<strong>Inc</strong>entives cover full cost of measure installation and total incentive amount is limited to a<br />

maximum amount of $2,500 per house project. Direct installation of instant savings measures<br />

will occur during the audit. Quality control and combustion safety testing, as appropriate, are<br />

conducted to help ensure occupant safety. The measures include those related to building<br />

thermal envelope, HVAC, water heating and the instant savings measures.<br />

Target market is 33,793 units based on low income census estimates of single family dwellings,<br />

attached and detached. Of that, this <strong>program</strong> will target 100 homes for weatherization and target<br />

participants for a DIY workshop.<br />

Program incentive costs provided are not to exceed values. <strong>Inc</strong>entives may be adjusted by<br />

the Program Administrator to reflect <strong>program</strong> design market conditions. <strong>Inc</strong>entive budget<br />

can be used for cash and non-cash incentives.<br />

Audits will include the direct installation of electricity saving measures including up to 6<br />

CFLs, a low-flow showerhead, faucet aerators, hot water pipe insulation and reduced hotwater<br />

set point.<br />
