EM & V<br />

The EM & V of the consumer products <strong>program</strong> should be conducted by a third party<br />

evaluation contractor and include a multipronged approach to distinctly evaluate upstream and<br />

mid-stream efforts and a different approach for downstream end consumer efforts.<br />

The upstream and midstream efforts can be conducted by one or both of the following<br />

approaches:<br />

General population surveys of residential customers using screening methodologies to<br />

determine if they purchased any of the consumer product <strong>program</strong>s eligible products within<br />

the past year.<br />

In-store intercepts can be conducted in participating retail stores near eligible consumer<br />

products in the <strong>program</strong>. Evaluators approach customers who are shopping in the aisle of<br />

eligible products and motivate customers to participate in phone or web surveys in exchange<br />

for a reward.<br />

The downstream consumer rebates evaluation efforts can be conducted by the following<br />

approaches:<br />

Engineering review of <strong>program</strong> savings, baseline while analyzing free ridership and spillover by<br />

interviewing <strong>program</strong> participants and non-participants questions regarding the <strong>program</strong>s<br />

influence on their purchasing decision and what their decision would have been in the absence<br />

of the <strong>program</strong>.<br />

The final evaluation <strong>plan</strong> will be developed by a third party evaluation contractor with the<br />

Company following the development of the final <strong>program</strong> implementation <strong>plan</strong>.<br />
