Program implementation includes final <strong>program</strong> design, start-up of operations, marketing and<br />

outreach, retailer relationship management, incentive/rebate processing, customer service center<br />

and <strong>program</strong> management and reporting.<br />

Key elements of Low <strong>Inc</strong>ome <strong>program</strong> implementation include:<br />

1. Residential home improvement contractor recruitment and training: Energy Smart will recruit<br />

and train qualified contractors for weatherization projects. Contractors will be required to sign a<br />

participation agreement, and abide by all <strong>program</strong> protocols and reporting requirements.<br />

2. HVAC contractor recruitment and training: In conjunction with the Residential Efficient<br />

HVAC <strong>program</strong>, Energy Smart will recruit and train contractors to perform the HVAC<br />

measures. Contractors will be required to sign a participation agreement, and abide by all<br />

<strong>program</strong> protocols and reporting requirements.<br />

3. Proper WAC recycling and disposal: Energy Smart will work with a certified appliance<br />

recycling business to ensure that WACs removed through the <strong>program</strong> are treated with<br />

appropriate recycling and disposal processes.<br />

4. Coordination and implementation of “DIY” workshops: Energy Smart will coordinate with<br />

local organizations currently engaged in energy efficiency workshops for residential customers in<br />

order to maximize the benefit of these events.<br />

5. <strong>Inc</strong>entive application: Low income customers will submit applications consistent with both<br />

WAP and Energy Smart s Low <strong>Inc</strong>ome <strong>program</strong> guidelines. Contractors will submit applications<br />

for services performed. The <strong>program</strong> will conduct a QA/QC review of all applications to ensure<br />

that all required information and documentation has been provided.<br />

6. <strong>Inc</strong>entive payment: Contractors will receive incentives for approved applications.<br />

7. Project verification: Energy Smart reserves the right to site-verify weatherization measures<br />

prior to project approval and incentive payment<br />

Marketing to residential home improvement and AC contractors will involve a variety of<br />

strategies and tactics, including, but not limited to:<br />

• A <strong>program</strong> website<br />

• Online advertising<br />

• Advertisements in local AC and construction trade publications<br />

• Leveraging of WAP marketing activities<br />

Marketing<br />

Marketing to low income homeowners may include:<br />

• Brochures for direct mail, contractors and customer outreach at events in <strong>New</strong> <strong>Orleans</strong><br />

• A <strong>program</strong> website<br />

• Online advertising<br />

• Materials available through ENO’s “One Stop Energy Shop”<br />

• Leveraging of WAP marketing activities<br />

To ensure that customers perceive Energy Smart energy efficiency <strong>program</strong>s as a seamless set of<br />

offerings, cross-referrals from other <strong>program</strong>s will also be provided where appropriate.<br />

The final <strong>program</strong> marketing <strong>plan</strong> will be developed by the selected <strong>program</strong> implementation<br />

contractor in conjunction with ENO and ELL.<br />
