Program implementation will need to include final <strong>program</strong> design, start-up of operations,<br />
marketing and outreach, retailer relationship management, incentive/rebate processing, customer<br />
service center, and <strong>program</strong> management and reporting.<br />
The Implementation contractor will perform the walk-through energy assessments and manage<br />
the building or property owner relationship. The Implementation contractor will also be<br />
responsible for direct installation of instant savings measures. It is desirable that the installation<br />
of the remaining measures may be sub-contracted to local contractors as sub-contracted to the<br />
implementer. The multi-family property owner and building owner should work with one project<br />
manager as a point of contact. Part of the total value proposition to the customer is the project<br />
management of measure installation. Low income qualified buildings will be cross referred to the<br />
Low <strong>Inc</strong>ome Weatherization <strong>program</strong>.<br />
Implementati<br />
on & Delivery<br />
The project energy assessment will collect relevant data regarding opportunities and <strong>program</strong><br />
staff will discuss any recommendations with property manager or building owner. The property<br />
manager should be presented with a report containing recommendations, financial<br />
considerations, other tax credits or rebates the may be available, and relevant third party<br />
financing. In the delivery of the assessment report, <strong>program</strong> staff will also provide a modest level<br />
of energy education. The <strong>program</strong> will also develop and provide “leave-behind” materials for<br />
tenants following direct installation of instant savings measures to enhance measure persistence.<br />
Contractor training should be offered to ensure the selected sub-contractors can repeatedly and<br />
satisfactorily install measures per measures standards. It is expected that the installing subcontractor<br />
for air infiltration and duct sealing conduct any performance tests as required by the<br />
savings protocol. The Implementer should determine a policy and standard for combustion safety<br />
testing to be conducted post-installation of measures, as appropriate.<br />
The Implementer will complete the incentive application on behalf of the building owner or<br />
property manager for review and approval. Rebate checks will be sent to either the building<br />
owner or property manager, as appropriate.<br />
Quality control will consist of field inspections during and after installations on a sample basis<br />
adequate to ensure satisfactory quality levels and measure installation compliance to measure<br />
standards.<br />
In general, <strong>program</strong> implementation and delivery strategies and tactics are subject to change<br />
pending the final implementation <strong>plan</strong>, which will be developed by the Company in conjunction<br />
with the selected implementation contractor.<br />
Marketing<br />
Since this <strong>program</strong> is targeted to individually metered multi-family buildings, the primary<br />
marketing mechanism is direct outreach to the property managers of qualifying buildings. The<br />
implementation <strong>program</strong> staff should reach out to these property managers to engage them on<br />
performing building improvements within the context of this <strong>program</strong>, as outlined above. There<br />
are no specific requirements for the customer engagement method. Advertising via direct mail,<br />
<strong>program</strong> website and local media may be used.<br />
EM & V<br />
Program evaluation activities should include on or offsite (via phone) verification of a statistically<br />
significant sample of participants based on number of tenant units. The final evaluation <strong>plan</strong> will<br />
be developed by the third party evaluation contractor in conjunction with the Company<br />
following the development of the final <strong>program</strong> implementation <strong>plan</strong>.<br />
