The <strong>program</strong> will continue and expand upon the current Large C&I Solutions <strong>program</strong>. The <strong>program</strong> will<br />
offer incentives for measures that result in a verifiable electric usage reduction as well as technical<br />
assistance in identifying and qualifying energy efficiency measures. <strong>Inc</strong>entives will be paid on a $/kWh<br />
saved basis using existing <strong>program</strong> caps. <strong>Inc</strong>entives may be assigned from the customer to the contractor<br />
in order to reduce first cost to the customer. As an additional feature for eligible school and city<br />
accounts, the <strong>program</strong> will offer benchmarking and Energy Master Planning (EMP) services to encourage<br />
participation within these sectors. The <strong>program</strong> will consider expanding benchmarking and EMP services<br />
to other C&I customers for <strong>program</strong> years 2014 and 2015.<br />
The <strong>program</strong> is designed to minimize market barriers to energy efficiency implementation for large<br />
nonresidential customers. These include:<br />

Lack of energy efficiency information and awareness of energy and non-energy benefits<br />
The perception that energy efficient technologies have high “first costs”<br />

Lack of access to capital<br />
Split incentives between owners and tenants in leased spaces<br />
The Large C&I Solutions <strong>program</strong> will offer all eligible customers comprehensive audits or studies to<br />
assist customers in identifying efficiency opportunities and analyzing associated costs and savings, and<br />
offer incentives to install custom measures and measures that are included in the <strong>New</strong> <strong>Orleans</strong> Deemed<br />
Savings, Installation and Efficiency Standards. The Large C&I <strong>program</strong> will also include technical assistance<br />
components to help customers in comprehensively evaluating energy efficiency opportunities, including<br />
retro-commissioning and M&V projects for large commercial and industrial facilities<br />
Program<br />
Description<br />
Schools and Cities Initiative<br />
The <strong>program</strong> implementer will provide benchmarking and Energy Master Planning (EMP) services for<br />
school and city accounts. These services will support school and city accounts in identifying and<br />
prioritizing energy improvements and creating a <strong>plan</strong> to achieve them.<br />
The Schools and Cities Initiative will include technical assistance components to help customers in<br />
comprehensively evaluating energy efficiency opportunities, including:<br />

Benchmarking services and reports that include the collection of building characteristics, EPA<br />
Portfolio Manager score, ranking of buildings in portfolio in terms of energy usage and other<br />
metrics<br />
Energy Master Planning Services will be provided to school districts and city government in order<br />
to prioritize energy efficiency improvements and create a Energy Master Plan for improved<br />
energy management<br />
Custom Initiative<br />
The <strong>program</strong> implementer will provide pre-approval of measure and customer eligibility, and provide<br />
review and approval of claimed savings. Custom projects must be able to show specific and verifiable<br />
energy savings and costs and must be cost-effective to obtain <strong>program</strong> approval. Customer savings<br />
claims may be developed by a third-party engineering firm and will be subject to <strong>program</strong> measurement<br />
and verification activities.<br />
