Environment and Social Responsibility<br />
In 2014, supervisory authorities imposed a total of RUB 16.3mm of fines, including RUB 10mm<br />
imposed on <strong>Gazprom</strong> neft Group’s companies. Out of the said RUB 10mm of fines against<br />
<strong>Gazprom</strong> neft Group’s companies RUB 4.8mm were levied against OAO <strong>Gazprom</strong>neft — Moscow<br />
Refinery based on the results of inspections by the Federal Supervisory Natural Resources Management<br />
Service (Rosprirodnadzor), the Russian Federal Service for Surveillance on Consumer<br />
Rights Protection and Human Wellbeing (Rospotrebnadzor), and the Moscow Inter-District Environmental<br />
Prosecutor’s Office. The fines were imposed on the refinery as part of the efforts to<br />
address the problematic environmental situation in Moscow. The court dismissed as unlawful<br />
some of the fines, totaling RUB 1mm, and another RUB 1.3mm of fines are currently being appealed<br />
in court (and have not been paid).<br />
In 2014, <strong>Gazprom</strong> Group’s companies paid RUB 17.7mm of fines, including RUB 10.9mm for<br />
irregularities identified during the reporting period and RUB 6.8mm for previous years.<br />

OAO <strong>Gazprom</strong>’s efforts to reduce its climate footprint are guided by Russia’s Energy Strategy<br />
to 2030, the Russian State Environmental Protection Programme 2012–2020 and the Climate<br />
Doctrine of the Russian Federation.<br />
Reduction of greenhouse gas emissions is an essential part of OAO <strong>Gazprom</strong>’s corporate<br />
strategy. It helps the Company maintain top scores in global sustainability ratings and contribute<br />
to the achievement of the national target of no more than 75% from the 1990 emissions level by<br />
2020, approved by Russia President’s Executive Order No. 752 dated 30 September 2013.<br />
In 2014, greenhouse gas emissions at facilities of OAO <strong>Gazprom</strong> and its wholly-owned subsidiaries<br />
engaged in exploration, production, transportation, storage and processing of hydrocarbons<br />
totalled 110.7 mm tonnes of CO 2<br />
equivalent. The emissions reduction was driven by a decrease<br />
in the natural gas consumption in compression process, more efficient use of fuel and<br />
energy resources (FER) and the implementation of other energy-saving initiatives.<br />

Every year, OAO <strong>Gazprom</strong> submits to Roshydromet (Federal Service for Hydrometeorology<br />
and Environmental Monitoring of Russia) the results of a quantitative assessment of its annual<br />
greenhouse gas emissions for the government agency to compile Russia’s National Greenhouse<br />
Gas Inventory in line with the requirements of the United Nations Framework Convention on<br />
Climate Change (UNFCCC) and Russian laws. OAO <strong>Gazprom</strong> is involved in preparing materials<br />
for Russia’s National Communications on Greenhouse Gas Emissions.<br />
Since 2009, OAO <strong>Gazprom</strong> has participated in the Carbon Disclosure Project (CDP), a global<br />
investor-backed initiative. Starting from 2013, OAO <strong>Gazprom</strong> reports more measures and provides<br />
additional data on indirect greenhouse gas emissions in its responses to CDP’s questionnaires.<br />
The Company significantly improved its rankings in the CDP’s ratings for the Energy Sector<br />
companies vs 2009. In 2011–2014, OAO <strong>Gazprom</strong> obtained the best scores among Russian oil<br />
and gas companies.<br />
Gas flaring reduction projects can greatly contribute to GHG emissions reduction in the oil<br />
and gas sector.<br />
