Occupational Health<br />

Providing safe and comfortable working environment for every employee<br />

is one of <strong>Gazprom</strong>’s fundamental operating principles.<br />

The following goals underpin OAO <strong>Gazprom</strong>’s Occupational Health and Safety (OHS) Policy:<br />

— create safe labour conditions and protect the lives and health of employees;<br />

— ensure reliable operation of hazardous industrial facilities;<br />

— reduce the risks of incidents at hazardous industrial facilities;<br />

The Policy’s key provisions are implemented via OAO <strong>Gazprom</strong>’s existing Unified Occupational<br />

Health and Safety Management System, comprising a set of regulations, activities and guidelines<br />

that unify all workflows to promote a safe and healthy working environment. The organisational<br />

framework of the Unified Occupational Health and Safety Management System comprises<br />

OAO <strong>Gazprom</strong>, its major gas exploration, production, processing, transportation and underground<br />

storage subsidiaries, and its subsidiaries supporting the operation of the Russian UGSS, with a<br />

total headcount of 306,000 employees.<br />

Occupational health and safety governance at OAO <strong>Gazprom</strong> is provided by the Deputy<br />

Chairman of OAO <strong>Gazprom</strong>’s Management Committee in charge of OAO <strong>Gazprom</strong>’s operations<br />

departments. In 2013, the Company set up OAO <strong>Gazprom</strong>’s OHS Committee and OHS Administration.<br />

In 2014, a certification audit of the Unified Occupational Health and Safety Management System<br />

was completed at OAO <strong>Gazprom</strong>’s subsidiaries and its headquarters. Based on its results,<br />

the Company was issued a compliance certificate confirming that its Unified Occupational Health<br />

and Safety Management System was compliant with OHSAS 18001:2007 as regards gas, gas<br />

condensate and oil production, treatment, transportation, processing/refining, distribution, and<br />

storage operations. The certificate covers OAO <strong>Gazprom</strong>’s headquarters and 26 subsidiaries and<br />

is valid until 8 December 2017. The total headcount of OAO <strong>Gazprom</strong>’s and its subsidiaries’ employees<br />

who successfully passed the certification process is 222,000 persons.<br />

Pursuant to OAO <strong>Gazprom</strong>’s Occupational Health and Safety (OHS) Policy, the Company’s<br />

major commitments in this area include:<br />

— reducing the number of emergencies and occupational injury and disease rates on an ongoing<br />

basis;<br />

— ensuring the efficiency and continuous improvement of the occupational health and safety<br />

management system;<br />

— prioritising actions and initiatives scheduled or being implemented to prevent the adverse<br />

impacts from operations on personnel and local population over the response actions<br />

required to mitigate such impacts;<br />

— identifying, assessing and mitigating OHS risks;<br />

— implementing OHS management solutions, techniques and tools;<br />

— promoting pro-active involvement of the personnel in OHS activities;<br />

— ensuring continuous improvement of OHS qualifications and competences;<br />

— monitoring compliance with OHS requirements in operations;<br />

— requiring that suppliers and contractors operating at the Company’s facilities comply with the<br />

OHS standards and regulations used by OAO <strong>Gazprom</strong>.<br />

OAO <strong>Gazprom</strong>’s OHS objectives for 2014 were largely achieved. To make this success possible,<br />

in the reporting year, all subsidiaries within the organisational framework of the Unified<br />

Occupational Health and Safety Management System developed programmes to improve labour<br />

conditions and occupational safety and manage OHS risk exposures, as well as action plans<br />

to ensure occupational safety at hazardous industrial facilities.<br />
