Efficient Procurement in OAO <strong>Gazprom</strong><br />
OAO <strong>Gazprom</strong> and its subsidiaries run an efficient vertically integrated procurement system that<br />
relies on the principles of open information, transparency, equal rights, promotion of fair competition,<br />
and wider and simpler contractor access to OAO <strong>Gazprom</strong>’s procurement to ensure value<br />
for money, timely and full supply of goods, work or services with the price, quality and reliability<br />
required for safe operation of hazardous facilities.<br />

— Federal Law No. 223-FZ dated 18 July 2011 On Procurement of Goods, Works and Services by Certain Types of Legal<br />
Entities.<br />
— Regulation on the Purchase of Goods, Works and Services by OAO <strong>Gazprom</strong> and <strong>Gazprom</strong> Group approved by<br />
Resolution of the Board of Directors No. 1969 dated 19 April 2012.<br />

procurement<br />

extent standardised<br />
and simple.<br />
Procurement rules are available in the unified information system in the field of public procurement<br />
of goods, works and services for state and municipal needs (www.zakupki.gov.ru), and<br />
on OAO <strong>Gazprom</strong>’s website. Information on procurement, including procurement plans, notices,<br />
minutes and other is published in the unified information system and on OAO <strong>Gazprom</strong>’s website<br />
and is publicly available.<br />
Competitive procurement is generally done in electronic form and mostly through the Electronic<br />
Trading Platform of <strong>Gazprom</strong>bank (ETP-GPB) (Procurement by <strong>Gazprom</strong> Group’s Companies<br />
section). In 2014, the share of electronic procurement for OAO <strong>Gazprom</strong>’s needs in the total<br />
value of competitive procurement under Law No. 223-FZ accounted for 99%. In 2015,<br />
OAO <strong>Gazprom</strong> plans to launch an Automated Electronic Procurement System covering the entire<br />
procurement cycle from the planning phase to the performance of a contract.<br />
To build a network of qualified suppliers (contractors, service providers) for the core and most<br />
extensive lines of business requiring experience, financial resources, production capabilities and<br />
human potential, <strong>Gazprom</strong> Group’s central procurement management body is currently engaged<br />
in open pre-qualification in accordance with the Regulation on the Purchase of Goods, Works and<br />
Services.<br />
Starting from 2012, 53 pre-qualifications were announced on OAO <strong>Gazprom</strong>’s website.<br />
<strong>Gazprom</strong> Group’s register of potential procurement participants available on OAO <strong>Gazprom</strong>’s<br />
website includes 203 entities who proved their qualification for certain operations, including<br />
96 SMEs qualified under the common procedure. The number of pre-qualified SMEs in various<br />
business lines makes up to 76% of the total number of entities put on the register in respect<br />
of relevant business line.<br />
To improve competition potential suppliers, contractors and service providers are sourced<br />
and invited to participate in OAO <strong>Gazprom</strong>’s procurement.<br />
Procurement participants have a right and opportunity to send to OAO <strong>Gazprom</strong> (also<br />
by staying anonymous) their proposals as to competitive procurement procedure improvement,<br />
remarks or complaints against acts (omission) of the clients, organisers and/or their officers,<br />
information of procurement documents containing unreasonable requirements to the procured<br />
item or supplier (contractor), time and terms of supply (delivery of work or service), or other cases<br />
of unreasonably limited competition in the procurement process. Feedback from potential<br />
procurement participants is through the Procurement section of OAO <strong>Gazprom</strong>’s website. In 2014,<br />
over 260 participant calls were received, mostly related to the procurement and pre-qualification<br />
procedures; relevant clarifications were provided. A number of complaints against officers of<br />
OAO <strong>Gazprom</strong>’s subsidiaries’ were passed on to OAO <strong>Gazprom</strong>’s Corporate Protection Service.<br />

To ensure efficient procurement OAO <strong>Gazprom</strong> uses all available tools (estimate standards,<br />
actual contract prices, consolidated specific values, market situation review) to set the best initial<br />
price before procurement is announced, and any methods permitted by the law to reduce the<br />
price during the procurement, including by extending the bid filing period to involve more bidders,<br />
and bargaining on price bids.<br />
