The Second Resolutionon Ihram from Jeddah for ThoseWho Arrive from Other PlacesAll Praise be to Almighty Allah.Blessing and peace be on His Prophet Muhammadafter whom there is no prophet, and on all thosewho followed his way of guidance.The Islamic Fiqh Council during its 5 th session held between8-16 Rabi Al-Aakhir 1402H (2-10 February 1982) discussed theissue of Ihram from Jeddah, which many of those who come toMakkah Mukarramah for Hajj or Umrah pilgrimage by air or sea,are forced to do, due to their ignorance of Miqaat prescribed byProphet Muhammad (peace be upon him), who has made itobligatory to do Ihram from Miqaat for all those who reside hereor pass through it in order to perform the pilgrimage of Hajj andUmrah.After taking into consideration, all the textual provisionsavailable in the Islamic Shari'ah in this regard, the Islamic FiqhCouncil adopted the following resolution:First:Miqaats, which Prophet Muhammad (peace be upon him)has prescribed and made it obligatory to do Ihram for theirresidents and others, who pass through them in order to performthe pilgrimage of Hajj or Umrah are:Dhul Hulaifah for people of Madinah Munawwarah andthose who pass through it. This place is now called Abyar Ali.Al-Juhfah for people of Syria, Lebanon, Jordan, Palestine,Egypt and Morocco as well as those who pass through it. Thisplace is now called Rabigh.117
