The Resolutionon Legal Position of Birth ControlAll Praise be to Almighty Allah.Blessing and peace be on His Prophet Muhammadafter whom there is no prophet, and on all thosewho followed his way of guidance.The Islamic Fiqh Council during its 3 rd session held inMakkah Mukarramah between 23-30 Rabi Al-Aakhir 1400Hlooked into the issue of birth control or so-called ‘familyplanning’. After having discussion and exchange of views on theissue, the Islamic Fiqh Council, unanimously, adopted thefollowing resolution:In view of the fact that Islamic Shari’ah calls for growth andspread of the Muslims’ population and considers it a great favourthat Almighty Allah has bestowed upon the human beings, andmany textual provisions in the Qur’an and Sunnah point out thatthe concept of birth control or use of contraceptive methods iscontrary to the human nature, on which Allah has created thehuman beings. It is also contrary to the Islamic Shari’ah, whichAlmighty Allah has selected for His servants.And in view of the fact that subscribers of this concept aresuch a group whose aim is to plot against Muslims throughdecreasing their population so that they have power to control theMuslim countries and enslave their people in order to exploittheir resources and riches, and since such thinking represents akind of Jahiliyah (pre-Islamic period of ignorance) and badopinion about Almighty Allah, as well as it weakens the Islamicentity which is strengthened through the growth of man power,the Islamic Fiqh Council unanimously decides that birth controlis not allowed at all, and likewise, it is not allowed to use the75
