wanted to limit the Fi Sabeelillah fund <strong>of</strong> Zakah only to thoseMujahideen who fight in the cause <strong>of</strong> Allah.The second view is that Fi Sabeelillah is general and itcovers all means <strong>of</strong> good work and public benefit for Muslimssuch as construction <strong>of</strong> mosques and their maintenance,establishment <strong>of</strong> schools, inns, bridges, opening <strong>of</strong> roads,preparation <strong>of</strong> war materials, dispatch <strong>of</strong> preachers, etc., whichare benefitial for Islam and Muslims. This view was subscribedby a small number <strong>of</strong> the earlier scholars, however, in the laterage it became the coice <strong>of</strong> many Muslim scholars.After having deliberation on the issue and discussion <strong>of</strong> bothviews and their arguments, the <strong>Islamic</strong> <strong>Fiqh</strong> <strong>Council</strong> decided thefollowing with a majority:1. Since the second view has been subscribed by a group <strong>of</strong>Muslim scholars and it enjoys certain insight in some Qur’anverses like the saying <strong>of</strong> Almighty Allah: “Those who spendtheir substance in the cause <strong>of</strong> Allah, and follow not up theirgifts with reminders <strong>of</strong> their generosity or with injury – forthem their reward is with their Lord; on them shall be no fear,nor shall they grieve.” (Qur’an, 2:262) In a Hadith, it hasbeen reported that one man donated a camel in the cause <strong>of</strong>Allah and his wife wanted to perform the Hajj pilgrimage.Prophet Muhammad (peace be upon him) said to her: “Ride onit, because Hajj is in the cause <strong>of</strong> Allah.” (Sunan Abi Dawood)2. Since the purpose <strong>of</strong> armed Jihad is to raise the word <strong>of</strong>Almighty Allah high as this purpose is achieved throughfighting in the cause <strong>of</strong> Allah, it is also achieved through thework <strong>of</strong> Da’wah to the religion <strong>of</strong> Almighty Allah, andpreparation <strong>of</strong> preachers and their assistance in order to carryout their mission, so both kinds would be considered as Jihad.In a Hadith, Anas (may Allah be pleased with him) narrated220
