The First Resolutionon Adhan (Prayer Call) in Mosquesthrough Audio Cassette RecordersAll praise be to Almighty Allah.Blessing and peace be on His Prophet Muhammadafter whom there is no prophet, and on all thosewho followed his way <strong>of</strong> guidance.The <strong>Islamic</strong> <strong>Fiqh</strong> <strong>Council</strong> <strong>of</strong> the Muslim World League,during its 9 th session held in Makkah Mukarramah between 12-19.7.1406H looked into the question received from Minister <strong>of</strong>Endowments in Syria with No. 2412/4/1 dated 21.9.1405Hregarding the broadcast <strong>of</strong> Adhan (prayer call) in mosquesthrough audio cassette recorders in order to avoid the timedifference between mosques in one region when Adhan ispronounced for the obligatory prayer.Therefore, the <strong>Council</strong> reviewed the research papers preparedin this regard by some members <strong>of</strong> the <strong>Council</strong> and Fatwa No. 35dated 3.1.1378H issued in this respect by former Mufti <strong>of</strong> SaudiArabia Sheikh Muhammad Ibn Ibrahim Al-Sheikh and theresolution adopted by the Senior Scholars’ <strong>Council</strong> in SaudiArabia during its 12 th session held in the month <strong>of</strong> Rabi Al-Akhir1398H, as well as Fatwa No. 5779 dated 4.7.1403H adopted byPermanent Board <strong>of</strong> General Presidency <strong>of</strong> Research, Ifta,Da’wah and Guidance in Saudi Arabia, whereas these threeFatwas urged not to adopt this method, and mentioned that thebroadcast <strong>of</strong> Adhan in mosques on the commencement <strong>of</strong> prayertime through audio cassette recorder and the like does not sufficethe accomplishment <strong>of</strong> this worship.After having an in-depth review <strong>of</strong> the afore-said researchpapers and Fatwas and a thorough discussion on them, the<strong>Islamic</strong> <strong>Fiqh</strong> <strong>Council</strong> was <strong>of</strong> the following opinion:231
