The Second Resolution:An Appeal to Rulers <strong>of</strong> Muslim Countriesfor the Application <strong>of</strong> <strong>Islamic</strong> Shari’ahAll Praise be to Almighty Allah.Blessing and peace be on His Prophet Muhammadafter whom there is no prophet, and on all thosewho followed his way <strong>of</strong> guidance.The <strong>Islamic</strong> <strong>Fiqh</strong> <strong>Council</strong> during its 2 nd session held inMakkah Mukarramah between 26 Rabi Al-Aakhir – 4 Jumad Al-Oula 1399H studied the painful situation <strong>of</strong> the Muslim countriesand their suffering due to their disunity, lack <strong>of</strong> interest in theapplication <strong>of</strong> the <strong>Islamic</strong> Shari’ah, and keen desire to implementthe imported laws which have no sanction <strong>of</strong> Almighty Allah.The <strong>Council</strong> decided that it is one <strong>of</strong> its most importantduties that it writes letters to kings and presidents <strong>of</strong> the Muslimcountries, urging them to take appropriate initiatives to apply the<strong>Islamic</strong> Shari’ah, which would ensure them - if they adhere to it –honour in this world and success in the hereafter.
