It is also a central place for Shoura(consultation) <strong>of</strong> Muslims on the issues <strong>of</strong> public and socialimportance.Hence, the <strong>Islamic</strong> <strong>Fiqh</strong> <strong>Council</strong> decided that it is obligatoryto establish mosques according to the needs and capabilities <strong>of</strong>Muslims in their localities.
