APPENDIX D – CONSTRUCTION <strong>STANDARDS</strong>D.1 <strong>ROAD</strong>SD.1.1 ScopeThe purpose of this standard is to set forth the criteria to be used in the construction ofall roads within Larimer County. Subject to the Larimer County revision of thesestandards, all road, bridge and related construction shall be performed in accordancewith the latest edition of the Colorado Department of Transportation StandardSpecifications for Road and Bridge Construction and the latest version of the ColoradoDepartment of Transportation Standard Plans M&S Standards.D.1.2 General1. Variances from Standards. These standards, the CDOT standards andconstruction plans are intended to supplement each other. In the event there is aconflict between the two, the standards shall govern except as supported by anapproved variance request. If administrative changes are made after approval ofthe plans, the variance from these standards must be approved in writing by theEngineer. Work shall be completed according to the design approved by theEngineer. Written clarification shall be obtained from the Engineer for approval ofomissions, conflicts or revisions prior to construction.2. Omissions. Any work not specifically set forth in the construction plans or thesestandards, but which is necessary as determined by the Larimer County, shall becompleted.3. Conformity of Work and Materials. All work performed and all materialsfurnished shall be in conformity with the lines, grades, cross sections, dimensionsand material requirements, including tolerances, shown on the plans or indicatedin these criteria and the specifications. It shall be the responsibility of eachindividual contractor to keep the work area clean during the prosecution of thework.4. Utility Coordination. Utility coordination is the responsibility of the Developer.Relocation of utilities which are in an existing public right-of-way or existing publiceasement, as determined by the Engineer, shall be done at the expense of theutility involved or the Developer.D.1.3 Regulations for Road Construction1. Authority of Engineer. The Engineer is authorized to check all work performedin connection with road construction, including, but not limited to, clearing andgrubbing, compaction of subgrade, placement of subbase, base and asphalt,forms, concrete work and materials to be used. The Engineer may be present onthe site to advise contractors on these standards, and has authority to rejectdefective materials and workmanship, until any questions of issue can beresolved by the Engineer, and advise the Contractor in complying withconstruction plans and standards.The Engineer shall, in no case, act as foreman or perform other duties for theContractor, nor interfere with the management of the work done by theLarimer County Rural Area Road Standards Page D-1October 22, 2007
