Appendix F – Guidelines for Traffic Impact StudiesSection F.6 When A Full Traffic Impact Study is Requiredtraffic. Passby traffic must still be counted at site driveways and accesspoints, but can be taken out of the background mainline traffic. Passbyrates can be used from ITE Trip Generation Manual or othertransportation publications. The Full Traffic Study must clearly illustratere-diversion of the passby trips.3) Other adjustments to trip generation estimates. Adjustments may also betaken for internal site trips, transit use, and transportation demandmanagement strategies (TDM). Implementation proposals must be givenfor optimistic adjustments from transit use and TDM strategies. Suchproposals will become conditions of approval, and must be reasonablyexpected to occur within five years after site build-out.d. Show the results of the trip generation calculations in a matrix table with thefollowing information:1) Land use2) Unit of measurement (for example, per dwelling unit, per 1000 s.f., etc.)3) Total number of units4) Trip generation rates per unit for average daily traffic and peak hourvolumes5) Total number of trips generated for average daily traffic and a.m. and p.m.peak hours7. Short range and long range traffic projections must also include forecasts for thegrowth in background traffic. Growth rates must be approved during the scopingand may be based on one of the following (and clearly documented):a. Proportion between existing traffic volumes and projected volumes from theregional modelb. Extrapolation from historical countsc. Planning analysis which considers trends in the vicinity of the traffic impactarea either through a proportion or extrapolation estimate8. Provide trip distribution estimates for the roads and intersections in the trafficimpact area, and document the basis for these estimates. Assign the trafficbased on these trip distribution estimates for both short range and long rangeplanning horizons, graphically presented on the map described in Section D,above.9. Present the volumes for short range and long range traffic including the projectedtraffic for the proposed development or land use action for the a.m. and p.m.peak hour and average daily conditions. These volumes must include turnmovements at intersections as well as volumes for roads in the traffic impactarea.10. Analyze the adequacy of the transportation system to handle the projected trafficfor short range and long range planning years. Key elements in this analysisshould include:a.
