Appendix H – General NotesSection H.4 General Standard Notes for Construction PlansH.4 GENERAL STANDARD NOTES FOR CONSTRUCTION PLANSSubmissions shall include a General Notes sheet with the following General Notes,where applicable. Please contact the Larimer County Engineering Department for currentGeneral Notes.A. General Notes1. Larimer County will not be providing ongoing management, monitoring,inspection or supervision of this project to insure compliance with the approvedconstruction drawings, and all applicable standards and specifications. Thisresponsibility falls upon the developer/owner, their managers, engineers, andcontractors. Upon project completion, Larimer County will require extensivedocumentation, such as professional engineer’s site/drainage/material testingcertification letters, material testing records, record drawings, and field inspectionreports, to demonstrate that this project is in compliance with the approvedconstruction drawings, and all applicable standards and specifications. Thesedocuments must be prepared by licensed engineers and land surveyors.2. No work may commence within any improved or unimproved public Right-of-Wayuntil a Right-of-Way Construction Permit and/or Development ConstructionPermit is obtained from the Larimer County Engineering Department.3. Right of Way Construction Permits and Fees will be required for utilityinstallations (i.e. phone, cable, gas, other dry utilities) and street cuts in LarimerCounty Right of Way. The fees will be paid prior to issuance of the DevelopmentConstruction Permit and are a part of the Development Construction Permitissuance procedure.4. The Developer shall be responsible for obtaining all necessary permits from allapplicable agencies prior to commencement of construction. The Developer shallnotify the Larimer County Engineering Department (498-5700) at least 2 workingdays prior to the start of any earth disturbing activity, or construction on any andall public improvements. If the Larimer County Engineering Department is notavailable after proper notice of construction activity has been provided, theDeveloper may commence work in the Engineer Departments absence.However, the Larimer County Engineering Department reserves the right not toaccept the improvement if subsequent testing reveals an improper installation.5. The Developer shall submit a Construction Traffic Control Plan, in accordancewith MUTCD, to the Larimer County Engineering Department for approval, priorto any construction activities within, or affecting, the Right-of-Way. TheDeveloper shall be responsible for providing any and all traffic control devices asmay be required by the construction activities. The traffic control plan andassociated implementation must be done by a certified traffic control company.6. All materials, workmanship, and construction of public improvements shall meetor exceed the standards and specifications set forth in the Larimer County RuralArea Road Standards and applicable state and federal regulations. Where thereis conflict between these plans and the specifications, or any applicablestandards, the most restrictive standard shall apply.Larimer County Rural Area Road Standards Page H-2October 22, 2007
