Appendix A – Definitions and AbbreviationsSection A.1 General Definitions and Abbreviationsƒ Code – The latest official adopted ordinances, policies, codes, and/or regulations ofLarimer County otherwise referred to as the Larimer County Land Use Code.ƒ Construction Plans - Detailed and working plans including plan and profile, details,notes and any other information necessary for complete construction of the requiredimprovements.ƒ Consultant Engineer – A Colorado licensed professional engineer working on behalf ofthe Developer.ƒ Continuity – The continuous length of a roadway segment that is uninterrupted by 90degree turns or controlled intersections.ƒ Contractor – The person, firm, or organization to whom a construction contract isawarded by the Developer, or who has been issued a right-of-way work permit byLarimer County. Agents, employees, workers, or designers employed by the Contractorare also bound by the terms of the contract or permit.ƒ Corner Sight Distance – The distance necessary for the driver of a motor vehiclestopped at a stop sign on a Minor Street or driveway to see approaching vehicles,pedestrians, and bicyclists along the intersecting major street and have sufficient spaceto make any allowed move to cross the Major Street or merge with traffic on the MajorStreet without causing vehicles, pedestrians, or bicyclists traveling at or near the designspeed on the major street to slow down. The controlling distance for design is thelongest distance, generally the distance necessary to merge with traffic.ƒ County - County of Larimer, State of Colorado.ƒ Cross Slope – Slope of the pavement surface, excluding gutter, measuredperpendicular to the street centerline.ƒ Days – Intended as calendar days and not working days unless stipulated as workingdays.ƒ DCP – Development Construction Permit.ƒ Design Speed – The speed determined for design which takes into account the physicalfeatures of a street influencing vehicle operation; the maximum safe speed maintainableon a specified section of street when conditions permit design features to govern. Designspeed is 5 to 10 mph higher than the posted speed limit to provide a factor of safety andallow for other conditions or uses of the street that may affect vehicle operation.ƒ Designer – The person or persons responsible for the creation and submission ofcontract documents or construction plans for the purpose of one-time construction of afacility. This person shall be a Colorado licensed professional engineer.ƒ Developer – The private party or parties desiring to construct a public or privateimprovement within Larimer County rights-of-way or easements, securing all requiredapprovals and permits from the County, and assuming full and complete responsibilityfor the project.ƒ Development – Construction of improvements on land that is essentially vacant.ƒ Development Agreement (DA) – The contract between Larimer County and theDeveloper that defines public improvement requirements, costs, and other related publicimprovement issues.Larimer County Rural Area Road Standards Page A-2October 22, 2007
