Preliminary estimates of the site’s trip generation, trip adjustment factors, if any,and trip distribution at build-out5. Proposed phasing plan and anticipated year of build-out6. Anticipated roadway improvements7. Special analysis needsCompletion of the TIS scoping will result in mutual agreement between the County andthe Applicant regarding the level of detail and extent to which the TIS will need toaddress each of the following:1. Study area for the impact analysis2. Other development to include3. Existing intersection counts4. Intersections to be studied5. Background traffic volume forecasts6. Special Analysis needs (This may include consideration and/or comparativeanalysis of modern roundabouts as intersection control type)The completed and signed base assumptions form and any attachments shall beinserted in the TIS.F.1.4 Review by CountyThe Engineering Department will review all traffic impact studies, with input from othercounty departments as needed. All studies must be approved by the Engineer.F.2 DEFINING A TRAFFIC IMPACT <strong>AREA</strong>Traffic impacts must be analyzed within a traffic impact area. The limits of this impact area shallbe based on the size and extent of the application for development approval, the existing andfuture land uses, and traffic conditions on and near the site. Determination of the boundaries ofthe traffic impact area is at the discretion of the Engineer, but is typically done in consultationwith the Applicant during the scoping meeting.Because concerns related to traffic impacts due to specific land use actions can vary greatly,the determination of a traffic impact area is done on a case-by-case basis; however, at aminimum the limits of the study area should include:A. Internal roadsB. Adjacent roadsC. Access locations and/or new intersectionsD.
