Chapter 1 – General InformationSection 1.15 New County Roads2. Review by Other Agencies. The County shall refer development plans to otherinvolved agencies for review and comment. If the requirements of these otheragencies are not in opposition to the County’s best interest, they shall beenforced by the County.3. Utility Permits and Inspections. The other agencies shall be responsible for theissuance of utility permits and inspections of their respective utilities.4. County Permits and Inspections. The County shall be responsible for theissuance of permits and inspections of all road construction and for installation ormodification of utilities which occur within the rights-of-way of the County RoadSystem. The County Engineering Department should be contacted for additionalinformation.1.15.2 Design StandardsThe design standards which have been established in this manual generally representminimum values. The sources for these standards include applicable standardsestablished by the American Association of State Highway and Transportation Officials(AASHTO) and by Colorado Department of Transportation (CDOT). Every effort hasbeen made in this manual to provide consistent, accepted, and established standards tofollow which will result in a safe and efficient road system at a reasonable cost toconstruct and maintain, while at the same time minimizing adverse environmentalimpacts.In addition to the specific design standards found throughout other parts of this manual,the following general design principals shall be adhered to insofar as practicable:1. Mountainous Terrain. In mountainous terrain, it may be preferable to providemore right-of-way than the minimum required to construct the road itself. Theroad will be permitted to wind around within the right-of-way to reduce cuts andunnecessary scarring, provided minimum standards are met. This higherstandard right-of-way will permit improvements of the alignment as trafficwarrants.2. Existing Roads. Existing roads, including roads in subdivisions havingpreliminary plat approval in adjoining properties, shall be continued at equal orgreater width and in similar alignments by roads proposed in the subdivision,unless variations are approved.1.15.3 Construction and Testing StandardsSpecific construction specifications, both for materials and workmanship, and testingrequirements, are found in Chapter 12 and Appendix D. The construction specificationsused in work on the County Road System generally comply with the CDOT StandardSpecifications for Road and Bridge Construction in effect at the time of construction.1.15.4 Construction Warranty and CollateralThe developer shall guarantee all portions of construction work done in the right-of-wayfor a period of two years after completion against defective workmanship and materials.The developer shall keep the roads and public improvements in good order and repairduring the two-year period.Larimer County Rural Area Road Standards Page 1-5October 22, 2007
Chapter 1 – General InformationSection 1.15 New County RoadsThis warranty shall be secured in an amount and with a form of collateral acceptable tothe County Attorney.This warranty collateral shall be submitted concurrently with a request for release of thesubdivision improvements collateral and the two-year warranty period shall commenceon the date of said release of collateral. This warranty collateral will be held two years byLarimer County and will cover all improvements associated with the development.Other types of improvements may combine their warranty collateral with the roadwarranty collateral if approved by the County Attorney.During the course of the warranty period, periodic inspections will be conducted by theEngineer or their representative. If deficiencies are observed, other than normaldeterioration, they shall be brought to the attention of the developer for his action.The procedure for release of the warranty collateral shall be as established by theCounty Planning Department.Larimer County Rural Area Road Standards Page 1-6October 22, 2007
