CHAPTER 9 – <strong>ROAD</strong>WAY INSPECTION AND TESTING PROCEDURES9.1 GENERAL REQUIREMENTS9.1.1 Construction RequirementsAll Road and Bridge and related construction shall be performed in accordance with thespecifications in Appendix D of these standards.All references to the "Colorado Department of Transportation" found in their StandardSpecifications for Road and Bridge Construction identifying the owner or authority of theroad or street system shall be replaced with the "Larimer County EngineeringDepartment".All utility installations within or across the roadbed of new roads must be completed priorto the final stages of road construction. For the purposes of these standards, any workabove the subgrade is considered final stage work. All service lines must be stubbed tothe property lines and marked so as to reduce the excavation necessary for buildingconnections.9.1.2 Developer ResponsibilityThese Standards state the minimum requirements for materials sampling, testing, andinspection. All tests shall be made and certified by an approved independent testinglaboratory. The Developer shall be responsible for retaining a Consultant Engineer formaterial testing and inspection and certification purposes. All costs required andpertaining to testing and inspecting, the work performed, and materials supplied to verifycompliance with these Standards shall be the responsibility of the Developer. Allretesting shall be at the Developer’s expense. Where certified test reports are requiredto be furnished by the manufacturer, the Developer shall furnish duplicate copies of thereports to the Engineer before the material will be approved for use. The test data shallbe delivered to Engineer within 48 hours of the testing.The use of the Geotechnical Engineer’s services does not relieve the Developer of theresponsibility to furnish the required materials and to perform the required construction infull compliance with these Standards. Passing test results do not constitute acceptanceof the work or materials represented by the test. The Developer is responsible for qualitycontrol of their work.In various sections of these Standards, specific testing or other data is required by theCounty to insure that the intent of these Standards is fulfilled. The costs of such tests orother specific data where required by these Standards or on the approved plans shall beborne by the Developer. When evidence indicates that the work performed may notcomply with these standards or the approved plan, the Engineer may require additionaltests or data beyond that required in these Standards or on the approved plans. Thecosts of such tests shall be borne by the Developer. Should such tests or additional datashow a failure to meet these Standards or the approved plans, the Developer shall beresponsible for all costs associated with repair or replacement of said failure.Larimer County Rural Area Road Standards Page 9-1October 22, 2007
