CHAPTER 8 – ENVIRONMENTAL AND AGRICULTURAL DESIGNGUIDELINES8.1 PRE-DESIGN STAGEAt this stage of the project an initial research of available mapping should be accomplished toobtain a first-order screening of potential environmentally sensitive characteristics of the projectsite. Additionally, there should be a compilation of all of the appropriate local, State and Federalagencies to be contacted regarding environmental concerns and any necessary permits.The following suggested protocol should be completed during this phase, namely:A. Define resourcesB. Inventory resourcesAll appropriate mapping resources should be reviewed for the following:A. 100-Year Flood PlainsB. Geologic Hazards and TopographyC. Wildfire HazardsD. Cultural Resources and Geologic FeaturesE. WetlandsF. Important Wildlife Habitat and CorridorsG. Rare and Endangered Plants and AnimalsH. Commercial Mineral ResourcesAreal extent of disturbance must be estimated to determine if a State Stormwater Permit(NPDES permit) is necessary. Any disturbance exceeding one acre in size will probably requireapplication for this permit before construction activities begin. If wetlands occur in the projectarea the extent of wetlands disturbance, if any, should be estimated and potential mitigationassessed.A preliminary site survey of resources at the project site should be accomplished and potentiallyrelevant sensitive environmental resources assessed. Relevant resource boundary areasshould be delineated and sufficient points surveyed to allow the boundaries to be plotted onplan.This information will address all known environmental issues and resource concerns. Anexample of an Environmental Checklist, outlining the necessary requirements for resourceinventories and potential permit requirements, is provided in this chapter. The preliminarychecklist should be completed and included in the Preliminary Environmental Report for theproject. This will insure that all required steps are taken to inventory resources, investigatepermit requirements, and make contacts with all appropriate agencies regarding the proposedproject.Larimer County Rural Area Road Standards Page 8-1October 22, 2007
