Appendix H – General NotesSection H.4 General Standard Notes for Construction Plansnot be present for these activities, these activities may still be conducted, as longas the Developer/owner’s Inspecting Engineer and/or the Developer/Owner’sMaterials Engineer are present.3. Proof rolls should be performed on subgrade prior to placement of road base,and on road base prior to placement of asphalt. All failed areas or material whichexhibits excessive pumping or deformation shall be reworked, replaced orotherwise modified to form a smooth, non-yielding surfaces. Followingprecipitation, all areas should be re-proofrolled as needed based upon theevaluation of the Larimer County Engineering Department. Chemically treatedsubgrade will require proofrolling to demonstrate the adequacy of the chemicalstabilization. Non paved roads will only require one proofroll on subgrade prior toplacement of road base to demonstrate stability, however it is stronglyrecommended that additional proofrolls be performed by the contractor. Proofrollinspection and compaction test results must be approved by theDeveloper/Owner’s Materials Testing Engineer.4. For a mechanical "proof roll", the entire subgrade and/or base material must berolled with a heavily loaded vehicle having a total GVW of not less than 50,000lbs. and a single axle weight of at least 18,000 lbs. with pneumatic tires inflatedto not less that 90 p.s.i.g. “Proof roll” vehicles shall not travel at speeds greaterthan 3 m.p.h. during the proofroll.5. The pavement section design, signed and stamped by a Colorado licensedEngineer, should be included in the construction plan set. Prior to paving, theasphalt mix design must be approved and certified by the Larimer CountyEngineering Department.6. Where proposed paving adjoins existing asphalt, the existing asphalt shall besaw cut from the existing edge to create a clean construction joint. TheDeveloper shall be required to remove existing pavement to a distance where aclean construction joint can be made. Wheel cuts shall not be allowed.7. The top 12 inches of street subgrades shall be scarified and re-compacted priorto subbase installation. No base material shall be laid until the subgrade hasbeen inspected and approved by the Developers material testing engineer.8. Valve boxes and manholes are to be brought up to grade at the time of pavementplacement or overlay. Valve box adjusting rings are not allowed, unlessotherwise directed by the utility company.9. When an existing asphalt street must be cut, the street must be restored to acondition equal to or better than its original condition. The existing streetcondition shall be documented by the Larimer County Engineering Departmentbefore any cuts are made. Patching shall be done in accordance with the LarimerCounty Street Repair Requirements specified in the Larimer County Rural RoadStandards. The finished patch shall blend in smoothly into the existing surface.All large patches shall be paved with an asphalt lay-down machine. In streetswhere more than one cut is made, an overlay of the entire street width, includingthe patched area, may be required. The determination of need for a completeoverlay shall be made by the Larimer County Engineering Department at the timethe cuts are made.10. All traffic control devices shall be in conformance with these plans or asotherwise specified in M.U.T.C.D. (including Colorado supplement) and as perthe Right-of-Way Construction Permit traffic control plan.Larimer County Rural Area Road Standards Page H-7October 22, 2007
