9.1.3 DefinitionsChapter 9 – Roadway Inspection and Testing ProceduresSection 9.2 Inspections9.1.3.1 Quality ControlQuality Control is the responsibility of the Developer and consists of all necessaryinspection, testing, documentation, and certification to assure the County that thequality of work and completed project conforms to the plans and specifications. TheDeveloper’s Consultant Engineer shall provide adequate Quality Control testing andobservation of construction in order to certify in writing that all work conforms to thefinal plans, specifications and purpose of design.9.1.3.2 Quality AssuranceQuality Assurance is the responsibility of the County and will be performed to theextent necessary and on a time available basis to assure compliance to thestandards and specifications. Quality Assurance will include field inspections, andreview of the inspection and testing documentation submitted to the County by theDeveloper. The presence of a County inspector in no way relieves the Developer ofthe responsibility to provide Quality Control inspection and testing.9.2 INSPECTIONS9.2.1 Larimer CountyLarimer County will provide inspection to the extent necessary to perform QualityAssurance. These inspections will be performed on a time available basis, however itshall be the responsibility of the Developer to notify the County Engineering Departmentprior to the start of construction and at the beginning of any new phase of constructionincluding, but not limited, to the following: site grading, underground utility construction,subgrade grading and proof rolling, non-structural concrete, structures, placement ofaggregate base course, paving, and signing and striping.The Developer shall ensure accessibility to all contractor production facilities, and projectsites where testing or inspection is deemed necessary.The County will have the authority to verify and accept or reject the work by theDeveloper’s Quality Control inspection personnel.9.2.2 DeveloperThe Developer shall be responsible for providing construction inspection/observation tothe extent necessary to perform Quality Control. Inspections shall be performed underthe direction of the Developer’s Consultant Engineer.The Consultant Engineer shall maintain current records of Quality Control inspectionactivities and these shall be made available to the County for review upon request.For structures, the Developer’s Structural Engineer or their representative, familiar withassumptions inherent in the structure design, shall review the construction in sufficientdetail to confirm that the construction is as specified.Inspection of construction shall be provided, as frequently as necessary to assure thatthe construction conforms to the plans and specifications. Inspection shall be byqualified technical personnel experienced in the inspection of similar types of work. ALarimer County Rural Area Road Standards Page 9-2October 22, 2007
