Appendix D – Construction StandardsSection D.1 RoadsContractor. The presence or absence of the Engineer shall not relieve, in anydegree, the responsibility or the obligation of the Developer, Contractor or theConsultant.The Engineer shall, at all times, have reasonable and safe access to the workwhenever it is in preparation or progress and the Contractor will provide properfacilities for such access and inspection. The Engineer has the authority to selectlocations for tests to be made and to require additional testing to be paid for bythe Developer.2. Notice Before Beginning Work. The Contractor shall notify the Engineer’s officea minimum of 48 hours before beginning construction.3. Compaction in Utility Trenches, Culverts, etc. Before road construction will bepermitted, all utility trenches within the road right-of-way (including service lines)must be mechanically compacted to 95% of maximum density per AASHTO T 99or AASHTO T180 or as specified in the soils report. All water and sewer servicesincluding water and sewer main stub-outs shall be installed prior to roadconstruction. This compaction shall extend to the road right-of-way line as aminimum. Water settlement of trenches shall not be permitted.4. Construction Stakes. The Developer shall provide all stakes necessary for curb,gutters, walks and structures and will furnish all necessary information relating tolines and grades. The Contractor shall be held responsible for the reasonablepreservation of all such stakes.5. Work Zone Traffic Control. Work zone traffic control devices shall bemaintained in a safe operating condition at all times. The Contractor shallprovide, for approval by the Engineer, a work zone traffic control plan, and shallcomply with the current edition of The Manual on Uniform Traffic Control Devices(MUTCD). If the Engineer finds the construction area to be inadequatelyprotected, the Engineer has the authority to stop work and direct that correctivemeasures be taken prior to proceeding with work.6. Preservation of Property. Existing improvements, adjacent property, utilities,trees and plants that are not to be removed shall be protected from injury ordamage resulting from the Contractor’s operations.7. Timeliness of Repairs. Repairs to all failed or unsatisfactory work shall becompleted within 30 days after receipt of notice to repair from the Engineerunless otherwise approved by the Engineer.8. Protection of Utility Lines. The Contractor shall at all times take properprecautions for the protection of utilities, the presence of which are known or canbe determined by field locations of the utility companies.9. Protection of Public and Private Installations. The Contractor shall at all timestake proper precautions for the protection of driveway culverts, road intersectionculverts or aprons, irrigation crossings, mailboxes, driveway approaches, and allother identifiable installations that may be encountered during construction. TheContractor shall be responsible for all expenses relating to damage to public andprivate installations.Larimer County Rural Area Road Standards Page D-2October 22, 2007
