Chapter 8 – Environmental and Agricultural Design GuidelinesSection 8.2 Design Documents Stage8.2 DESIGN DOCUMENTS STAGEA. The following three steps should be accomplished at this stage:1. Analyze impacts.2. Define tools for protection and mitigation.3. Consider cumulative impacts.B. The Preliminary Environmental Report should be compiled as a Design Documentbefore Preliminary Design is begun by the Owner’s Engineer. The report shouldconsist of;1. A summary of environmental resources at the project site,2. A summary description of general habitat type and species observed during thepreliminary site investigation,3. Analysis of environmental impacts and possible mitigation, and4. An accounting of local, state and federal requirements for permitting or siteanalyses.C. The report should include the following:1. General definition of habitat2. Preliminary inventory of resources3. Expected effects to these resources4. Possible mitigation requirementsa. Mandated or simply appropriate5. Potential required permits or notifications of intenta. NPDES Water Quality Permitb. 404 Wetlands Permitc. Colorado Division of Wildlifed. Colorado Historical Societye. U.S. Fish and Wildlife Service6. A map representing environmental resources at the project site shouldaccompany the report. Surveying of resource boundary areas will facilitateassessment of any adverse effects to these resources. Points to be surveyedshould be marked in a manner to assure easy discovery and identification. Itmay be necessary for the individual setting the points in the field to accompanythe survey crew to the site to assure efficiency in this identification and to insurethat additional surveys are minimized.7. Assessment of resources and potential mitigation requirements should bedetailed to the extent that the Owner’s Engineer may consider incorporation ofany special design requirements at the earliest stages of the project. ThePreliminary Environmental Report should be used to assess environmentalrequirements during the Preliminary Design stage of the project.Larimer County Rural Area Road Standards Page 8-2October 22, 2007
