Review of Environmental FactorsGlenbrook commuter car park and interchange upgrade8 CONCLUSIONThe Proposal is subject to assessment under Part 5 of the EP&A Act. The REF has examined and taken intoaccount to the fullest extent possible all matters affecting or likely to affect the environment by reason ofthe proposed activity. This has included consideration of conservation agreements and plans ofmanagement under the NPW Act, joint management and biobanking agreements under the TSC Act,wilderness areas, critical habitat, impacts on threatened species, populations and ecological communitiesand their habitats and other protected fauna and native plants.The Proposal as described in this REF would improve access to Glenbrook Railway Station for commutersin the surrounding area. The following benefits to the community would include an off‐road commutercar park to reduce the reliance of commuters parking in the surrounding streets, two dedicated on‐roadmobility parking spaces close to the station entrance, additional lighting, CCTV cameras, new signage, andre‐landscaping to improve safety and amenity around the railway station. There would be sometemporary construction impacts, mostly due to construction noise. Mitigation measures as detailed inSection 7 of the REF would ameliorate or minimise these expected impacts. On balance the Proposal isconsidered justified.The environmental impacts of the Proposal are not likely to be significant and therefore it is notnecessary for an environmental impact statement to be prepared and approval to be sought for theProposal from the Minister for Planning under Part 5.1 of the EP&A Act. The Proposal is unlikely to affectthreatened species, populations or ecological communities or their habitats, within the meaning of theThreatened Species Conservation Act 1995 or Fisheries Management Act 1994 and therefore a SpeciesImpact Statement is not required. The Proposal is also unlikely to affect Commonwealth land or have animpact on any matters of national environmental significance.Ref No: 2260812 79
