It is self-evident that every government will alwayscontradict such an analysis of its citizens, because that government hasyet to be invented which voluntarily relinquishes its power to its citizensand which admits to commit injustice. The more authoritarian agovernment is the more massive and violent its counter reaction will beto any announcement or act of peaceful, civil resistance. Hence the officialself-assessment of a state cannot be a guideline. One thing is forcertain, though: A state which wants to offer remedies listens, but doesnot punish. But it seems evident that in the present case there is no suchinclination, is there?I may round off this topic with a quotation from Karl Popper, whoalso emphasized that one ought not to wait with one’s resistance untilthe government has deteriorated into an “evident regime of injustice:” 252“Such an anti-democratic move on the part of the rulers is, ofcourse, a much more serious and dangerous thing than a similarmove on the part of the ruled. It would be the task of the [ruled] tofight this dangerous move resolutely, to stop it in its inconspicuousbeginnings.”And not just when the liberal democratic order has completely vanishedinto thin air.
