The Section 106 planning obligations for the Site would include additionalfinancial and non-financial contribution towards local employment and trainingschemes.Other benefits to the wider community The changes to the Proposed Development would provide an significantlyimproved public realm with enhanced pedestrian linkages through the Site andactive frontages at ground floor level within the public realm; Rennie Street would benefit from significant enhancement through theintroduction of retail uses providing vitality to the area, active frontages wouldalso be provided within the Proposed Development. New pedestrian routes through the Site would be provided therefore improvinglegibility and access to surrounding areas such as Bankside, Borough andSouthbank.Principle of Development Conclusions8.96 The Proposed Development would secure delivery of a high quality mixed usedevelopment within a 48 month period from commencement on site in 2013 shouldplanning permission be granted.8.97 The proposals would bring back into viable and sustainable use, a site which hasbeen vacant since 2003. The delivery of this development would act as an importantcatalyst for investment in and development of the area and result in regenerativebenefits for the Site and immediately surrounding area.8.98 For the reasons outlined above, the Proposed Development is considered to accordwith national, London Plan and <strong>Southwark</strong> Policy.Page 36PLANNING POLICY ASSESSMENTRESIDENTIAL CONSIDERATIONSMix of Homes8.99 The development would include 274 private homes within the Tower. The tablebelow identifies the proposed mix of homes.8.100 The Proposed Development exceeds LB <strong>Southwark</strong>’s policy target that 60% homesshould have 2 or more bedrooms and 10% 3 or more bedroom. The provision of4.7% studio homes is below the policy maximum of 5%. All studios would begenerously sized and significantly exceed minimum size standards.
