CBRE | ST GEORGE SOUTH LONDON LTDAPPENDIX A – PLANNING POLICY OVERVIEWOpen Space1.118 New developments are required to provide space for children’s play, gardens andother green areas, and help to improve the quality of and access to open spaces,particularly in areas deficient in open space (Strategic Policy 11).Design and Tall Buildings1.119 Strategic Policy 12 states that development should achieve the highest possiblestandards of design for buildings and public spaces to help create attractive anddistinctive places which are safe, easy to get around and a pleasure to be in.1.120 The northern end of <strong>Blackfriars</strong> Road (which the Site falls within) is a ‘location wheretall buildings are possible’, as identified in Figure 33. Strategic Policy 12 requiresthat all tall building have an exemplary standard of design. The height and designproposed should also conserve and enhance both the historic environment andlocal and strategic views.Archaeology and Heritage Assets1.121 The Site falls within an Archaeological Priority Zone (APZ), is in close proximity to anumber of listed buildings (as detailed in the Site and Surroundings section) andOld Barge House Alley Conservation Area is located to the east of the Sitestraddling the <strong>Southwark</strong>/Lambeth borough boundary. Strategic Policy 12 requiresthat new developments conserve or enhance <strong>Southwark</strong>’s heritage assets, theirsetting and wider historical environment including, inter alia, APZs, listed buildings,conservation areas and world heritage sites. Proposals on sites in APZs shouldprovide an assessment of any archaeological remains which may be present.Energy and Sustainability1.122 Strategic Policy 13 sets out <strong>Southwark</strong>’s strategic approach for achieving highenvironmental standards. New developments will be expected to be designed andbuilt to minimise greenhouse gas emissions across its lifetime, including:Page 80APPENDIX A – PLANNING POLICY OVERVIEWMeeting targets for at least Code for Sustainable Homes 4 and BREEAM“excellent” for non-residential development;Major developments to set up and/or connect to local energy generationnetworks where possible;Use low and zero carbon sources of energy to achieve a 44% saving incarbon dioxide emissions above the building regulations;Achieve a reduction in carbon dioxide of 20% from using on-site or locallow and zero carbon sources of energy; andReduce surface water run-off by more than 50% and achieve a potablewater use target of 105 litres per person per day.
