The form of housing should be determined primarily by anassessment of housing requirements and not be assumptions as to the built from ofthe development.1.64 Policy 3.5 seeks that developments are of the highest standard in relation to theircontext and the wider environment. Housing design should enhance the quality oflocal places and take account of ‘arrival’ and the ‘home’ as a place of retreat.Minimum space standards are set out in Table 3.3.1.65 Housing development should make provision for children’s and young people’srecreation space (Policy 3.6). Proposals for large residential developments includingcomplementary non-residential uses are encouraged in areas of high publictransport accessibility (Policy 3.7). Policy 3.8 promotes housing choice including inmix of home sizes and tenures, including provision of affordable family housing.This Policy also requires that all new housing is built to ‘The Lifetime Homes’standards and ten per cent of new housing is designed to be wheelchair accessible,or easily adaptable for residents who are wheelchair users.1.66 Policy 3.9 seeks a more balanced mix of tenures in all parts of London. Draft EarlyMinor Alterations to the London Plan include ‘affordable rented’ housing alongsidesocial rented and intermediate housing in the definition of affordable housing(Policy 3.10).1.67 Policy 3.11 establishes a London-wide investment target for 13,200 additionalaffordable homes per year over the term of the Plan. Within this target, the Mayorwill seek to ensure 60 % is social housing and 40% is intermediate housing.Boroughs are to set overall targets in their LDFs.1.68 Policy 3.12 provides guidance on negotiating the maximum reasonable amount ofaffordable housing on individual schemes having regard to:current and future requirements for affordable housing at local andregional levels identified;affordable housing targets;the need to encourage rather than restrain residential development;the need to promote mixed and balanced communities;the size and type of affordable housing needed in particular locations; andthe specific circumstances of individual sites including developmentviability, the availability of public subsidy, the implications of phaseddevelopment including provisions for reappraising the viability of schemesprior to implementation (‘contingent obligations’), and other schemerequirements.1.69 Draft Early Minor Alterations to the London Plan include the requirement forparticular regard to guidance provided by the Mayor through the London HousingStrategy, supplementary guidance and the London Plan Annual Monitoring Reportand the priority to be accorded to provision of affordable family housing, inaddition to those considerations in Policy 3.12 outlined above.Page 74APPENDIX A – PLANNING POLICY OVERVIEW
