This includes that “every effort should bemade objectively to identify and then meet the housing, business and otherdevelopment needs of an area, and respond positively to wideropportunities for growth”.always seek to secure high quality design and a good standard of amenityfor all existing and future occupants of land and buildings;take account of the different roles and character of different areas,promoting the vitality of our main urban areas;support the transition to a low carbon future in a changing climate, takingfull account of flood risk and coastal change, and encourage the reuse ofexisting resources, including conversion of existing buildings, andencourage the use of renewable resources (for example, by thedevelopment of renewable energy);contribute to conserving and enhancing the natural environment andreducing pollution;encourage the effective use of land by reusing land that has beenpreviously developed (brownfield land), provided that it is not of highenvironmental value;promote mixed use developments, and encourage multiple benefits fromthe use of land in urban and rural areas;conserve heritage assets in a manner appropriate to their significance;actively manage patterns of growth to make the fullest possible use ofpublic transport, walking and cycling, and focus significant development inlocations which are or can be made sustainable.Page 66APPENDIX A – PLANNING POLICY OVERVIEWEconomy1.13 The NPPF reinforces the Government’s commitment to securing economic growth inorder to create jobs and prosperity (paragraph 18) and specifies “significant weightshould be placed on the need to support economic growth through the planningsystem”.1.14 Paragraph 21 states that planning policies should recognise and seek to addresspotential barriers to investment, including a poor environment or lack ofinfrastructure, services or housing including identifying “priority areas for economicregeneration, infrastructure provision and environmental enhancement”. In drawingup Local Plans, local planning authorities should also ensure policies are flexibleenough to accommodate needs not anticipated in the plan and to allow a rapidresponse to changes in economic circumstances.1.15 Paragraph 22 states that planning policies should avoid the long term protection ofsites allocated for employment use where there is no reasonable prospect of a sitebeing used for that purpose. Land allocations should be regularly reviewed. Wherethere is no reasonable prospect of a site being used for the allocated employment
