In drawingup Local Plans, local planning authorities should also ensure policies are flexibleenough to accommodate needs not anticipated in the plan and to allow a rapidresponse to changes in economic circumstances.1.15 Paragraph 22 states that planning policies should avoid the long term protection ofsites allocated for employment use where there is no reasonable prospect of a sitebeing used for that purpose.
