CBRE | ST GEORGE SOUTH LONDON LTDAPPENDIX A – PLANNING POLICY OVERVIEWEnvironment1.123 Developments are expected to demonstrate minimisation of waste and water usage,and measures for reducing air, land, water, noise and light pollution and avoidingamenity and environmental problems (Strategic Policy 13).1.124 The Site falls within the ‘Thames Flood Zone’ as identified in Figure 34.Development will be allowed in this Zone where it is designed to be safe andresilient to flooding and meets the Exceptions Test (set out within PPS25) inaccordance with Strategic Policy 13.1.125 Development should avoid harming protected and priority plants and animals andhelp improve and create habitat (Strategic Policy 11).<strong>Planning</strong> Obligations1.126 Strategic Policy 14 states that the Council will use planning obligations to reduce ormitigate the impact of developments.SOUTHWARK PLAN 2011 – ‘SAVED POLICIES’1.127 LBS adopted its UDP (known as the ‘<strong>Southwark</strong> Plan’) in July 2007, which sets outthe Council’s vision for the borough. The <strong>Planning</strong> and Compulsory Purchase Act2004 replaced UDPs with LDFs. A requirement was placed on local planningauthorities to adopt LDFs within three years of either the commencement of the Actor the adoption of the UDP if after this date. After this time existing UDP policieswould cease to have effect.1.128 Some of the policies in the UDP have been ‘saved’, by means of a Secretary ofState Direction in July 2010. The policies not saved expired at this time. LBS havesince adopted their LDF Core Strategy (April 2011) which superseded a number ofthese ‘saved’ UDP policies.1.129 Only ‘saved’ policies not superseded by the Core Strategy are referred to in thisplanning statement.Page 81APPENDIX A – PLANNING POLICY OVERVIEWGeneral Development Principles1.130 Developments should maximise the efficient use of land whilst; protecting amenityof neighbouring occupiers; ensuring adequate amenity for future occupiers;including a design which positively responds to local context; ensuring the proposaldoes not unreasonably compromise the potential and uses of neighbouring sites;making adequate provision for servicing, access and circulation; and ensuring thescale of development is appropriate to the accessibility to public transport and otherinfrastructure (saved Policy 3.11).Transport and Parking1.131 The location of development throughout the borough must be appropriate to thesize and trip generating characteristics of the development. Major Developmentsgenerating a significant number of trips should be located near transport nodes(saved Policy 5.1).
