CBRE | ST GEORGE SOUTH LONDON LTDAPPENDIX A – PLANNING POLICY OVERVIEWtechnical appendices) and replaces all <strong>Planning</strong> Policy Guidance Notes and<strong>Planning</strong> Policy <strong>Statement</strong>s with the exception of PPS10.Sustainable Development1.9 The NPPF identifies that the purpose of the planning system is to achievesustainable development which comprises three strands - economic, social andenvironmental:an economic role – contributing to building a strong, responsive andcompetitive economy by ensuring that sufficient land of the right type isavailable in the right places and at the right time to support growth andinnovation; and by identifying and coordinating development requirements,including the provision of infrastructure;a social role – supporting strong, vibrant and healthy communities, byproviding the supply of housing required to meet the needs of present andfuture generations; and by creating a high quality built environment, withaccessible local services that reflect the community’s needs and support itshealth, social and cultural well-being; andan environmental role – contributing to protecting and enhancing ournatural, built and historic environment; including improving biodiversity,use natural resources prudently, minimise waste and pollution, andmitigate and adapt to climate change including moving to a low carboneconomy.1.10 At paragraph 9 it identifies that pursuing sustainable development involves“seeking positive improvements in the quality of the built, natural and historicenvironment, as well as in people’s quality of life, including (but not limited to):making it easier for jobs to be created in cities, towns and villages;moving from a net loss of bio-diversity to achieving net gains for nature;6replacing poor design with better design;improving the conditions in which people live, work, travel and take leisure;andwidening the choice of high quality homes.”1.11 Paragraph 14 identifies that at the heart of the NPPF is a presumption in favour ofsustainable development. For plan-making, this means local planning authoritiesshould positively seek opportunities to meet the development needs of their area,for decision-taking this means approving development proposals that accord withthe development plan without delay.Page 65APPENDIX A – PLANNING POLICY OVERVIEWCore <strong>Planning</strong> Principles1.12 The NPPF sets out 12 land-use principles that should underpin both plan-makingand decision-taking, including, inter alia, that planning should:be a creative exercise in finding ways to enhance and improve the places inwhich people live their lives;
