CBRE | ST GEORGE SOUTH LONDON LTD8.0 <strong>Planning</strong> Policy Assessmentpeak operation this plant will cause a major adverse impact without mitigation. It isproposed that a series of mitigation measures will be incorporated when selectingthe proposed heating plant during the detailed design phase and the maintenanceof the plant over the lifetime of the Proposed Development. Such measures include: Appropriate design of the flues to ensure adequate dispersion of pollutants andselection of equipment regarded as Best Available Technology (aspiring to meetthe emissions criteria required under the BREEAM / Code for Sustainable Homesmethodologies); Incorporation of low-NOx optimisation of the Combined Heat and Power (CHP)engines and gas boilers, including use of a digital combustion control systemand specially modified heads; Inclusion of a flue gas dilution system or NOx abatement system to remove up to60% of the NOx emissions. Regular inspection of the machinery, operation to the manufacturer’sinstructions, and ensuring that equipment is well maintained during operationWind8.264 Chapter 12 of the ES concludes that the residual impacts, with the inclusion of thelandscape plan and the canopy on the east elevation of the Tower, were at worst,negligible, which means that the measured wind microclimate would be suitable forthe desired pedestrian use of the Site. This applied to Rennie Street, Stamford Street,Upper Ground, <strong>Blackfriars</strong> Road as well as the routes through the Site.8.265 There were other areas where the wind microclimate was calmer than desired andthe significance of the wind microclimate in these areas was beneficial. With themitigation measures implemented the wind microclimate in the central public squarewas suitable for sitting in the summer which would imply a negligible effect.8.266 Mitigation measures have been developed and tested for the cumulative scenariowhich is considered the worst case configuration. The mitigation applied to theProposed Development would incorporate landscaping, including a single tree in thevicinity of the entrance to the Tower on Upper Ground, along with a canopy on theeastern façade of the Tower above an entrance on <strong>Blackfriars</strong> Road.8.267 With the mitigation measures included in the Proposed Development, all locationswould result in conditions which are suitable for their intended use.Page 56PLANNING POLICY ASSESSMENTEcology8.268 Chapter 17 of the ES identifies that there are potential habitats within the Siteprovided by existing vegetation, trees and structures. It concluded that the ProposedDevelopment has the potential for short term minor impacts through habitat lossspecifically through the removal of existing vegetation and timings of theconstruction work. A series of environmental enhancements are proposed includingbat and black redstart boxes, the inclusion of brown roofs to encourage nesting birdsand tree planting.Aviation8.269 Chapter 18 of the ES concludes that the Proposed Development would have noimpact on aviation safety and security matters.
