CBRE | ST GEORGE SOUTH LONDON LTD8.0 <strong>Planning</strong> Policy Assessment8.223 The number of servicing trips for the Proposed Development is forecast to be over50% lower than the Implemented Permission. The TA demonstrates that all servicingactivities can be accommodated without materially affecting the operation of thesurrounding highway network or on-site drop-offs at the front of the Rennie StreetBuilding and Tower.8.224 A Delivery and Service Management Plan is included in Appendix D of the TransportAssessment submitted in support of the New Application which sets out howdeliveries and servicing will be managed to ensure there is no negative impact onthe surrounding streets and road network.Motorcycle Parking8.225 Motorcycle parking would be provided within the basement at 4% of the totalparking provision, equating to six spaces.Cycle parking8.226 Cycle parking would be provided in accordance with the standards specified withinTable 6.3 of the London Plan and <strong>Southwark</strong> Plan minimum cycle parkingstandards.8.227 A minimum of 339 cycle parking spaces would be provided for residents and theirvisitors. A valet cycle parking system would be provided for residents.8.228 Cycle parking would also be provided in accordance with standards set out in theLondon Plan. 12 employee cycle parking spaces (six Sheffield Stands) would beprovided for the hotel use which would support approximately 125 full time staff.8.229 A total of 20 Sheffield Stands (providing 40 cycle spaces) would also be providedwithin the public realm on Rennie Street and Stamford Street for use by the generalpublic and visitors to the Proposed Development.Surrounding Highway Improvements8.230 Proposals to improve the quality of public realm on <strong>Blackfriars</strong> Road between<strong>Blackfriars</strong> Bridge and St Georges Circus have recently been considered by TfL,resulting in the production of the <strong>Blackfriars</strong> Road baseline conditions and conceptreport, which was published in February 2010.8.231 The urban improvement scheme on <strong>Blackfriars</strong> Road aims to improve the publicrealm and facilities for both pedestrians and cyclists whilst maintaining its status as astrategic vehicular link for north-south movements and co-ordinating with existingstakeholder aspirations including future developments and competing publictransport modes.8.232 As the Proposed Development is located within the Northern Section of <strong>Blackfriars</strong>Road, pre-application consultation with TfL and LBS has identified an opportunity tofacilitate the delivery of a section of the <strong>Blackfriars</strong> Urban Realm Improvementscheme adjacent to the Site.8.233 The extent of the <strong>Blackfriars</strong> Urban Realm Improvement scheme which could beimplemented by the Proposed Development would include: Removal of the slip road from Stamford Street onto <strong>Blackfriars</strong> Road and thecreation of additional public realm on the street corner.Page 51PLANNING POLICY ASSESSMENT
