All <strong>of</strong> themwere previous teachers who worked in UNRWA schools, thus they have a clear vision <strong>of</strong> theprogramme. This clarity is translated into a strong correlation between programmescomponents.5.3.2 Programme Weaknesses<strong>The</strong> questionnaire analysis results illustrate that the investigated INSET programme weakestcomponents involve the following:1. Training Time and Resources: Domain(5)Training timing and resources had the lowest rank in the whole programme components witha ratio weight <strong>of</strong> (42.83%). This lowest ranking can be attributed to the following:• <strong>The</strong>re is no specialized training centre; most <strong>of</strong> training sessions are conducted inUNRWA schools with inconvenient seating and limited facilities as training labs,technological devices, and well-equipped library, refreshment facilities as garden,besides, transportation problems• Inconvenient timings with training sessions conducted by the end <strong>of</strong> long and hardworkingschool days when trainees are tired and exhausted.• Lack <strong>of</strong> incentives where trainees are not rewarded with any type <strong>of</strong> incentives whichexplains trainees feeling <strong>of</strong> INSET as a heavy burden.<strong>The</strong>se findings are compatible with those <strong>of</strong> Abu Salem (2008); Al-Qreanawi (2009); Al-Ajez and Al- Banna (2003); Al- Ajez (2004); Nicolaidis & Matheoudakis (2008);Mohammed (2006); Alwan (2002); Harumi (2005) who pointed out that, lack <strong>of</strong> properresources and facilities as a common barrier <strong>of</strong> several evaluated INSET programmes.
