Observation <strong>of</strong> teachers‟ performance.<strong>The</strong> final ultimate goal <strong>of</strong> any needs assessment is to identify objectives, content andtechniques that can be useful in bringing about desired changes in the teachingperformances. Thus, INSET programmes should cater for the real needs <strong>of</strong> the teachers.Educators, trainers or any other stakeholders should not be given the supreme authority toprescribe what teachers should do to enhance and improve their teaching practices.10. Teacher InvolvementSuccessful INSET programmes are characterized with pr<strong>of</strong>ound teacher involvement. Thisinvolvement can be maintained through needs assessment which gives teachers theopportunities to learn what they believe they need to learn. Teacher involvement also playsa vital role in the planning phase <strong>of</strong> the training programmes where teachers input shouldguide the programme goals, content, training methods, and evaluation techniques.11. Driven by Systematic, Ongoing Follow up and SupportThis principle refers to providing teachers with adequate remunerative incentives -financialincentives- as salary increase or moral incentives; reinforcement, encouragement and careerpromotions. In addition, this principle emphasizes supporting teachers inside theirclassrooms when implementing the new learned knowledge since teachers are sometimesreluctant, afraid or even frustrated when they try to use the new skills or techniquesintroduced in the INSET programme. Thus, through the provision <strong>of</strong> sufficient support andfollow up inside their classrooms, teachers can be encouraged to overcome such obstacles.This support can take the form <strong>of</strong> friendly visits from their supervisors and colleagues oreven support through school principals.- 52 -
