Goals SpecificationGoals specification is considered a vital step in the planning phase. It provides the dataneeded within further phases as content, training methods and techniques, trainees andtrainers selection, (Bohi and Baumi, 2002, p.326-357). Programme goals should bedetermined accurately so the goals turn out to be so specific, clearly articulated, applicable,measurable and in relation to trainees‟ needs; as Guskey clarifies "<strong>of</strong> all variables related tothe effectiveness <strong>of</strong> training programmes, goal clarity perhaps is the most important"(2002,p.15-17)<strong>The</strong>se goals can be better determined through:• Sufficient teachers input through elaborated , systematic and valid needs assessmentas shown previously in appendix (20)• Participation <strong>of</strong> stakeholders other than trainers as school principals, parents andstudents.• English Palestinian curriculum main challenges.• <strong>The</strong> problematic areas for students through scientific and logical examination <strong>of</strong>students‟ available data as their exam results, common mistakes, and their successrates.• Weaknesses and strengths <strong>of</strong> newly graduated teachers and pre-service limitations.• Result analysis <strong>of</strong> UNRWA annual teachers‟ competencies or pr<strong>of</strong>iciency exams.Goals Features may involve:1.
