Participant behaviours and actions level which considers the extent to which the onthe-job behaviours <strong>of</strong> the participants changed due to the training;4. Participant results level which focuses on assessing the overall improved productivity.2. Guskey's Evaluation ModelGusky‟s (2000) model is one <strong>of</strong> the most accepted evaluation models today. It adoptedsimilar ideas to those presented in the previously developed models as Kirkpatrik (1978) andStufflebeam (1971); However, Guskey's model is assumed to be more comprehensive andspecific. It gives a practical framework for evaluation where all parts <strong>of</strong> the whole scene canbe brought under the same scope (Muijs & Lindsy, 2005, p.5)This model consists <strong>of</strong> five levels which are hierarchically arranged from simple to complexinvolving:1. Participants‟ reactions2. Participants‟ learning3. Organizational support and change4. Participants' use <strong>of</strong> the new skills and knowledge5. Students' learning outcomesMoreover, Guskey suggests considering the following guiding notes when trying out hismodel <strong>of</strong> evaluating INSET. (Guskey, 2005, p.3)1. Each level is important and provides different types <strong>of</strong> information which can be usedin both formative and summative ways.2. Each level builds and depends on the level before, in the sense that one level leads tothe other, for example, teachers must have positive reactions to INSET beforeexpecting them to learn anything new from it.
