Chapter 1 | IntroductionBox 1.1Key differences between definitions used in this report <strong>and</strong>Avline (BITRE)Revenue passengers travelling on regional air routes referred to in this reportshould not be confused with revenue passengers carried by regional airlinesreported in Avline.Avline defines ‘regional airlines’ <strong>and</strong> ‘domestic airlines’ as follows:• ‘<strong>Regional</strong> airline’ refers to an airline performing regular public transportservices primarily to regional centres.• ‘Domestic airline’ refers to an airline performing regular public transportservices primarily between capital cities <strong>and</strong> major tourist centres.The Avline definition measures passenger numbers carried by regional airlines. Ifa domestic airline takes over a regional air route served by a regional airline, theactual number <strong>of</strong> revenue passengers travelling on the same regional air routemay or may not change. However, the number <strong>of</strong> revenue passengers travelling onregional air routes carried by regional airlines will show a decline. The importance<strong>of</strong> the measurement used in Avline is to reflect the fluctuations <strong>of</strong> passengernumbers on air routes served by regional airlines. These measurements arestrongly dictated by how a regional airline is defined, which in turn determinespassenger numbers <strong>of</strong> which airlines are to be included or excluded from themeasurement.This report focuses on measuring actual changes in passenger numbers travelledon regional air routes, independent <strong>of</strong> the airline classification. In this report,revenue passengers on regional air routes is defined as revenue passengersthat travel on regular scheduled air routes either to or from regional areas. Thisincludes:• revenue passengers travelling on regional air routes between major cities <strong>and</strong>regional areas• revenue passengers travel on regional air routes between regional areas.The definition <strong>of</strong> regional air routes in this report is based on the ASGC RemotenessClassification. The basis <strong>of</strong> this definition maintains the consistency <strong>of</strong> measuringpassenger numbers on regional air routes over time. Further disaggregations onregional air routes <strong>of</strong> various attributes are possible. For example, it is possibleto disaggregate revenue passengers on regional air routes by aircraft seats orpayload. This measurement will include all revenue passengers on regional airroutes that satisfy the stated conditions, e.g. aircraft with more than 38 seats orwith 38 seats or less.11
