Growth RequestsInitiative: Student Due Process (SDP) and PolicyThe Offi ce of Student Due Process & Policy is responsible for:Development/reproduction of the Student/Parent Handbook in Englishand SpanishDevelopment/reproduction of Due Process Procedures Manual forlong-term suspended studentsMonitoring all suspensions and creating yearly reports submitted tothe North Carolina Department of <strong>Public</strong> Instruction (NCDPI)Monitoring/assisting with development of Board PolicyProviding translation services in appeal hearing when English is notthe fi rst languageProviding training for administrators regarding due process, proceduresand policyCurrent Funding Formula:The current budget is $75,279. Based on the projected student growthadditional funds are required to meet the listed initiatives. Therefore, the fundsrequested for <strong>2007</strong>-<strong>08</strong>, $48,600.00 refl ects the cost of handbooks to be printed for the20<strong>08</strong>-09 school year.Formula for Increase for Contracted Services:The only predictable cost that our offi ce has incurred is $1,042.80/yearfor the service/maintenance contract for the copier we share with Accounting.Developing a formula for contracted services is diffi cult. Our offi ce isrequired by General Statues to provide translation services for studentssuspended when English is not the home language. It is impossibleto predict the number of non-English speaking families that will be facinga student suspended from school. The offi ce is also responsiblefor providing appeal hearing transcripts, processed by a court reportingcompany, at the request of the student attorney or school attorney.Also, there is no way to predict the dollars needed for this cost. Finally,we currently pay for the printing of SDP: Procedures ‘Redbooks’through contracted services. The cost for the 2006-07 school year was$4,357.04. Additional ‘redbooks’ must be printed to correspond with thenumber of new administrators in each of the new schools opening for the20<strong>08</strong>-09 school year and the number of students that will be suspendedfrom those schools for the 20<strong>08</strong>-09 school year. As with Student/Parenthandbooks these are printed in the spring for the new school year.Note: As of January, <strong>2007</strong>, $4,500 is earmarked for printing of <strong>2007</strong>-<strong>08</strong> ‘redbooks’. Withall other costs deducted, we have a current balance of $1,297.20. Additional hearings arealready scheduled that require translation services. There is also a pending charge fortranslation services for policy revisions that are required for inclusion in the English/Spanish:<strong>2007</strong>-<strong>08</strong> Student/Parent Handbook. These services normally run around $3,500.Formula for Increase for Supplies:Replacement of three main computer hard drivesCurrent hard drives are 3+ years old and do not have the memory orspeed to cope with the expected growth.Keith Cooper assisted in advising the type of hard drive to meet thedemands:1 G of memory80 G hard drive vs. 60G hard driveDual core processor (makes computer extremely fast)Internal CD burner.168
