Budgetary AssumptionsPRC FEDERAL GRANT TITLE GRANT TERM TYPE BRIEF DESCRIPTION107111Educational TechnologyState GrantEnglish LanguageAcquisition, Signifi cantIncrease27 monthsexpires 9/3027 monthsexpires 9/3050% FormulaFormulaConsolidates the current Technology Literacy Challenge Fund(TLCF) and Technology Innovation Challenge Grant programs intoa single State formula grant program to support the integration ofeducational technology into classrooms to improve teaching andlearning. The available funds are allotted based on each LEA’s/Charter’s proportionate share of funds under Part A of Title I for thecurrent year. This allotment is based on the FY 2006-07 planningallocation for Title I.Assists school districts in teaching English to limited Englishprofi cient students and in helping these students meet the samechallenging State standards required of all other students. Thefunds are available to any LEA/Charter receiving a PRC 104award either individually or as a member of a consortium andhaving a signifi cant increase of at least 5% in the immigrant countcompared to the average of the two previous years. The fundingfactor per 06-07 immigrant count is $97.19.LIQUIDATIONPERIOD90-day90-dayFederal allotments are funded on a formula basis. The most current allotment formulas are provided in the following chart.FEDERAL ALLOTMENT FORMULASFEDERAL GRANT TITLE017 Career Technical Education – Program ImprovementSeventy percent (70%) of available funds are allotted based on the child population inpoverty ages 5-17 ($54.26 per count). Thirty percent (30%) of available funds are allottedbased on the age 5-17 population ($3.78 per count).026 McKinney – Vento – Homeless Assistance Act Total funding to LEAs/Charter <strong>School</strong>s is negotiated based on available funds.044 IDEA Title VI-B Capacity Building and Improvement048 Safe and Drug-Free <strong>School</strong>s and Communities049 IDEA Title VI-B Preschool Handicapped050 IASA Title I – LEA Basic ProgramAllotment is based on the December 2003, IDEA Title VI-B head count ($20.11 per count)and adjusted for a minimum allocation of $1,000.Sixty percent (60%) of available funds are based on relative amounts such agenciesreceived under Part A of Title I for the preceding fi scal year. Forty percent (40%) ofavailable funds are based on ADM ($1.52 per ADM), including private schools.Base Payment – Each LEA shall receive a base amount equal to a proportional share of75% of the FY 1997-98 IDEA VI-B Preschool Grant as calculated using the December1996 head count.Funds Remaining After Base – Eighty-fi ve percent (85%) is distributed based on ADM($1.10 per ADM), including private schools and 15% distributed based on December2005, free lunch count ($0.52 per count).Poverty based formula based on funding levels as calculated by the U.S. Department ofEducation. An LEA must allocate Title I funds to participating school attendance areasor schools, in rank order, on the basis of the total number of children from low-incomefamilies in each area or school.354
