GlossaryModified Zero-Based BudgetingA technique that enables management to identify and analyze what isgoing to be done, set goals and objectives, make operating decisions,and evaluate work loads and responsibilities during the budgetingprocess. In zero-base budgeting the entire budget request (current andexpansion) can be viewed as a series of supplemental requests to a zerobase. The process starts with consideration of impacts, consequences,and levels of service desired. Priorities are fi xed among programs andactivities.Months of EmploymentA unit of employment corresponding to a calendar month. The state allotsa certain number of months of employment which can be assigned to aposition, or a portion of a position, at the discretion of the LEA. Monthsof employment pertain to all position allotments which include VocationalEducation and <strong>School</strong> Building Administration.
